If the aerial renderings the City has on file are accurate, the property owner has about 50' from the back of their residence to their rear property line. Without having a survey of the property, it would be impossible to ascertain. If they have built off of their property, it would be a civil matter between the property owner, and the owner of said property. The property is not City owned. I have a friend who rents a house in Huntsville, AL and the house is infested with rats. She paid for Cooks pest control to come out and they set up traps. The landlord refused to pay for the initial services. It was brought to the tenant attention by the Cook pest control folks that the landlord was aware of the rodent problem prior to the tenants lease being signed and their moving in.Howvever, when she complained of a stint odor, Cook came back out only to discover a dead rat in the attic, which they couldn't reach between the rafters. The ordor is very prungent and has created an unhealthy and toxic envoirnment for the tenants.

Do to these health issues, can the tenant move out immedietly due to these health issues? Also, will the house be inspected and citations issued?
