He is making a mess and impeding the use of this bus stop.
Time to stop kicking the can down the road and ignoring this problem.
This man does not belong here, he either needs housing or a mental hospital, he clearly has severe mental issues.
On top of that, it is winter.

2017/18 Grand Jury Findings on Homelessness in Solano County, pretty depressing report, excerpts below.
1. No significant changes in the number of permanent, emergency, and transitional beds have been made available since the 2008.
2.There is no County operated permanent homeless shelter or drop-in center in Solano County.
3. There are no publicly funded residential drug and alcohol treatment centers in Solano County operated by the County.
4. There are no County operated and funded board and care homes for elderly, physically impaired or patients with mental health issues in Solano County.
All cities in Solano County need to understand the real cost of homelessness and how it impacts
services, safety, loss of retail revenue, damage to the infrastructure in their cities, etc.

“If the owner really cared”...? Or if you cared, maybe a room is available at your place? Why aren’t we all taking in the homeless, disadvantaged or elderly? Because it’s bad enough trying to find a responsible renter that respects their home or apartment. Solano County needs housing and services for the homeless to be restored.

We need shelters and services now, not “later on down the road”.
We need to get these folks off the street and into some sort of housing.
This is not healthy for him or is.

Thank you for reporting! The Police Department's Community Service Section (CSS) has opened a case for this issue. CSS has one part-time and three full-time employees who are responsible for addressing all quality of life concerns, supporting Neighborhood Watch groups, and working with the Neighborhood Law Program and Code Enforcement to address distressed and dangerous properties. From my visit with CSS:
He has been offered services, he refuses.
He has been evaluated, and does not meet the criteria to “commit” him, or provide him permanent housing.
I can remember how many times he has been arrested, plenty though. They can’t hold him.
I’m sure Christina is still trying to get him help and off our streets. His end will likely be something tragic.

He exhibits aggressive, mentally unstable and offensive behavior on a daily basis that could invite trouble his way.
