It would need to clearly be placed either at the curb or in the alley, wherever normal collection of garbage occurs for this address. On second thought, how is it private property when it is less than 5 feet from the roadway? I do not know this resident, why should this be left unattended for no one to deal with?

I did not see a tire today, 1/16. Tanks, tires and batteries are not picked up by the same crew that picks up furniture and/or brush as they are considered hazardous so there may have been a lapse before the tire crew picked up.
