I commend you for your efforts. We had a mural painted on an underpass near me, that has been vandalized on more than one occasion. I hope you can mitigate any destruction of your efforts. I fear angry and discontented individuals will target any efforts of a positive nature . I am sorry I have to even bring up this negative thought. so few people are trying to do things of a positive and civic minded nature today. I do not want to discourage anyone from doing anything of a positive nature

CTDOT will be permitting agency, with a maintenance agreement held by City of New Haven. Will need design to be approved by CTDOT; TT&P/Engineering can provide new LED fixtures for underpass when time is right.
