OPD 777-3333 ask for a welfare check as you are concerned for there well being. The street people advocates need to stop giving them tents and every thing else. All this enabling and pandering at the tax payers expense needs to stop. If these self medicating tweekers want out of the cold and off the streets there are lots of shelters services available.
