The intersection of Highland Av and the Fellsway East fall under the jurisdiction of the Mass Dept of Transportation. This area is a state road and is maintained and patrolled by the Commonwealth of Massachusetts and the State Police. You may have better luck speaking with MassDOT about this matter.

In addition to our @TraffSGT response and as an update, funding has been secured and construction is set to begin in late spring which will address the safety concerns of this intersection so perhaps that is why the ticket was closed but please provide the ticket number in question so we can take a look and see why it was closed.
