For WELL over a year this owner has been contacted? What are we going to do moving forward?

I agree Shawny ( and whoever posted this issue ) , HOWEVER , please take a moment to consider a different perspective. First off , i have lived in this neighborhood for 10 years , actually just a few houses down from the houses you are talking about. And nobody has put in more effort to "clean-up" this neighborhood more than me!! And while , at times , these 4 boarded up houses have gotten a bit raggedy , the owner has always eventually got them back in shape. What i mean by that is he has pruned off the overgrown vines , etc. and rounded up the weeds. (he is also the one , the ONLY one who keeps the weeds from overtaking that "alley" between 13th and 12th.)

As far as the boarded up windows...Code allows this. And if i owned those houses and (for whatever reason) they were not occupied i would board up the windows also! (wouldn't you?) In my opinion the owner has boarded up those windows quite pleasantly. Meaning the boards match the house paint , are not cut all sorts of odd shapes , etc. Look around the City and you will see boarded up houses that LOOK boarded up! With peeling paint and unmowed lawns , etc. I lived here (and rode my bike and truck past his houses ) for years before i even noticed those houses were vacant! Another thought.....compare those 4 boarded up houses to many of the houses on 13th ave S between 9th and 4th street....there are MANY houses that are MUCH uglier , less maintained than his!! MANY!! As an example , the house directly to the east of the boarded up house on 13th....what a mess...rusted chain link fence , constantly overgrown lawn , etc.

Lastly , having 4 pretty nice looking empty boarded up houses means that many less people on this street...leaving garbage containers out 24/7 , littering , making obnoxious noise with their speakers in their front window of theirs houses.... You know who and what i mean!

Again , it would be nice if everyone had the financial means to have beautiful landscaped properties , but not everyone does. And this guy really does try to keep his houses looking nice ; yes , to many , including you , a boarded up house is not "nice" , but it IS better than many occupied houses in this neighborhood. Just a little different perspective you might think over. :-)

Thank you for clarifying. You definitely have a point that it could be much worse. I'm just trying to wrap my head around it..... I'll take a quiet street any day. :-)

Boarded up houses STILL at 661 13th Ave, South AND 679 13th Ave., South. We need the owner(s) to update their houses. This area SHOULD NOT be a blight area.....awaiting reply. Thank you!
