Correspondence to, from, and between former Mayor Trish Spencer, then City Council members Ashcraft, Mataresse, Oddie, or Vella, former City Manager Jill Keimach and then Asst City Manager Warmerdam in regards to Alameda Police drawing weapons at the West End Target store on August 21, 2017.
Unfortunately, my previous request was denied by APD. However, the correspondence to elected officials and City Manager and staff should not have been included in the exemption used by the Police Department.
Correspondence may have been within Aug. 21 through the Dec. 2017 City Council meeting in which a Citizens Oversight Committee was discussed.

The public records laws give us citizens the right to access government information. Unfortunately, these laws are sometimes misused in situations such as the incident reference above, in an attempt to harass or annoy public agencies. Sadly, these public records laws have granted us citizens rights without responsibility, and this request is a case and point of misuse. The intent of the state public records law is to maintain a meaningful right of access to public records, while reducing the potential for mischief and mis-use.
We as a community will stand-up against mentally ill people that seek to harass or annoy our public agencies.

Communications to elected officials from the public should not be "adjudicated" by the police department.
I am a journalist attempting to write a story and using a public process to do so. I would appreciate it if you cease attempting to stop public access to information.
