have you spoken to them? maybe they are of the understanding that the landlord should take care of it and therefore stubbornly don’t shovel and the landlord doesn’t either or maybe they are elderly homeowners who can’t shovel? perhaps they don’t have the time? like, maybe it’s not entirely malicious? anyway, have you tried just asking them to shovel? if so, maybe try again and then like @xyz suggested, call LCI.

I wouldn't speak to them because you do not how they may react. Also if after speaking to them if nothing is done and you call LCI they will know who called.

I would like to add whatever the reason for them for not shoveling their sidewalk it is not going to help the person who may break their leg if they slip and fall.

true. but it just seems neighborly. however, i guess in this day and age you really can’t trust people to have any common decency or civility. so i guess you shouldn’t talk to them. and in response to the won’t help the person who breaks their leg thing, true, but it would also help judge whether this will be an easy fix or not or if it’s undersfandbld why they haven’t shoveled and whether or not they are/will continue to be ...h...s about it.

You can go the online database for the city's assessor's office at http://gis.vgsi.com/newhavenct/. Type in 29 Nash Street. You will see the owners names and can google them for contact info. Looks like both are pretty accessible. Probably be good for them to hear from you.

If the owners of this property can't keep it safe by either removing the snow and ice themselves or paying someone they should sell the property. I know someone in another town who slipped on ice and this person will never be the same
