Because this may be a live wire you should call this into public safety 203 946-6316 as soon as you saw it.. Posting here is fine to have a record it was called in and to alert others but you when it is a possible safety issue you should call it in. I was told that even if it wire is a telephone wire or a cable if it is touching a live wire it can be a problem
