  PG&E said this is a City of Oakland Street Light. It's on a utility pole in the public right of way -not on private property.

  The City normally would not put a cobrahead luminaire on the sidewalk side like that. Odds are, the parking lot owner got permission from the City to put their own light on the pole b/c cheaper than putting up their own pole, footing, etc.

  But there's no meter on it which would seem like it's a leased light from the City of Oakland or PG&E.
