the stop signs at the intersection of Front-Chapel-East Pearl are not obeyed. I wait for the bus there every morning and I could count on one hand how many people come to a compete stop. Most of them do not even slow down!! Something needs to be done -- speed bumps perhaps?

There are numerous similar issues reported all along this street. Obviously the public interest has been clearly expressed that new road design and engineering policies are needed.
The question becomes whether folks at City Hall are being responsive and have the capacity to make these types of badly-needed changes within a reasonable number of years, or whether more fundamental changes (e.g., new staff, different staff, new leadership) are needed.
Have you considered working with the neighborhood to submit a Complete Streets Request Form? Getting all of these issues on the public record, in a systematic way, is one of the best ways to get things moving.
