How has this issue been closed when it has not been addressed? No one contacted me or replaced my bin!

I called and spoke with a male on 02/08/19, he escalated the case to get a new recycle bin, said that I should have a new recycle bin in 2-3 business days. Bin not received, but recycle day was coming up on today 02/15/19. The workers emptied the bin but no new recycle bin. I called again today, spoke with Tanya, she stated that the case had been closed, I informed her that it should not have been due to I still have not received my new recycle bin. She provided a new escalation claim # said that she will have a supervisor to call and a new bin to be sent out. This issue occurred on 02/01/2019 and it is now 02/15/2019 and still not resolved!
