Description
This is a (small) image of the big flooding issue that currently exist in the wooded area behind the Gardens of Annapolis senior living center located at 931 Edgewood Rd, Annapolis, MD, 21403, and this has resulted in major flooding and ponding in the back yards of the adjacent homes in the Annapolis Roads community (my house included located at 2834 Carrollton Rd.), in addition to flooding and ponding in the entire area behind the adjacent townhouses located on Breakwater Drive (at the intersection of Edgewood Rd). Could someone come out (as soon as possible) to see and inspect this issue first hand? Note, this flooding issue has existed for at least the last four years that I have lived in the Annapolis Roads community, so I sure it's been an issue prior to me moving into my home.

1. The parcel behind Mr. Cooper's property is in the City of Annapolis and is in a forest conservation area, so what is the County supposed to do about it?
2. The Annapolis Roads community was developed between 50 and 70 years ago, back before there were any regulations dealing with stormwater management, so it's been ad hoc solutions for this community and dozens of other older communities ever since.
3. Tax whining and bemoaning regulations go hand in hand and are nothing new, so I am sure there was pushback by the developer against "burdensome" regulations that could have ensured proper drainage when the development was built. Looking at the topo map, Mr. Cooper's house lies right in the middle of a drainage wash that drains the area behind him. I wouldn't doubt it if his property has had drainage problems since day one. There are literally thousands of cases like this across the county.
Ellicott City was built in a flood plain. It's our very own Houston. You know what it's going to take to fix that? More regulations for upstream development and millions and millions of TAX dollars.
