Believe it or not, I did try to directly contact the tenants and the landlord first, but was not making contact (they often wouldn't even answer the door). It's not like I heard the noise and this is the first place I went to. I've seen others file noise complaints here, so I thought it was better than constantly calling the cops to deal with something trivial in the grand scheme of things. I did finally make contact with them. But whatever, just keep on being a jerk to other people on this inconsequential app.
