It's officially been almost a month since I reported this issue on seeclickfix and officially almost a year since I started reporting this over the phone to APD non-emergency dispatch every week.

Just saw the recycling thief looting the bins at 2622 central ave again this morning. Reported it to APD non-emergency line and as usual, they ignored my report and let them get away with it again.

I'm sure the thief will be back again to hit all the properties in this neighborhood next week, like they have been every week for the past year.

Thanks for continuing to ignore this and continue letting this person trespass on all our properties to steal from our bins, APD!

I don't have much to add aside from this also happens in our neighborhood on a weekly basis. These people come by around 1:30-2am and 6am to go through everyone's recycling can. It's creepy to have these people loitering around our property in the wee hours of morning, I don't care what they are doing.

I've seen this as well, and my reaction was to have compassion for this woman who probably has no other means of financial support than this grueling physical endeavor.

Also, it's not widely reported, but China has begun stopping receipt of recycling from many localities due to lack of proper cleaning of the recycled items, and that material is going into landfills regardless.

That woman could be any of us under different circumstances, so how do we help her instead of taking away the tiny thread of financial income she works so hard for?

jaice please dont give us the compassion shpeel. everyone in alameda is tired of hearing that. trespassing and stealing recyclables is a crime, it doesnt matter how bad you have it. ive been homeless before and i know what its like to be in that situation. there is nothing stopping this person who is clearly physically fit enough and willing to spend hours a day waltzing onto peoples properties and rummaging through their recycling from getting a real job. this woman could easily apply to work at a recycling center and she could get paid to do the exact same thing she's been doing legally.

Alamedan, I'm trying to network with other people on the island to get some action taken to address these issues. Unfortunately doing this on seeclickfix has proven to be difficult for a number of reasons, including the fact that the admins of this website automatically censor every comment and post I submit from my account and I sometimes have to wait days before they display my posts (if at all). Would you be interested in joining a community group to collectively bring all these issues up to the city government/apd? Id like to get a group going so we can maybe meet every other week or so and talk about all the issues causing problems in our neighborhood and come up with a strategy to get them resolved. Please let me know.

I think the main issue is the trespassing on people's property to obtain the recyclables, jaice. These people are welcome to do this on Park street or commercial areas but most people don't want strangers loitering around their property.

What she is doing is illegal. Are you saying we should let people break laws because it's the "nice" thing to do? Sounds very illogical. There are more than enough programs and churches here to help people who are so poor that they have to steal recyclables. Just saw the recycling thief looting the bins at 2622 central ave again yesterday morning. Glad to know APD is still letting this person t.r.e.s.pa.s.s. on our properties every week and steal from our properties, even after a year of weekly reports about it, video footage,etc.

And once again (big surprise!) I just saw the recycling thief trespassing and robbing the property at 2622 central ave once again. This officially marks the one year anniversary since I started reporting this to APD every week a year ago. Nice to know APD is STILL, to this day, allowing this person to trespass on everyone's properties in the neighborhood and stealing from them with absolute impunity. Literally been reporting this to APD EVERY SINGLE WEEK for AN ENTIRE YEAR STRAIGHT and TO THIS DAY this person is STILL doing it. EVERY WEEK. Like clockwork. Thanks for not doing your jobs APD!

Just an update, I called APD again today to check if the person was ever cited after I reported them this morning, and sure enough just as I predicted, they gave me the same canned excuse as always: They were "too busy" and didn't even bother dispatching an officer to check the area. Glad to know that even after LITERALLY AN ENTIRE YEAR OF REPORTING THIS SAME INDIVIDUAL EVERY WEEK apd are STILL letting them get away with trespassing and stealing from our properties. Thanks APD! You're the most worthless police department in the entire history of law enforcement. Congrats!

I spotted this same thief yet again today coming down Central from park proceeding down their standard route to trespass and steal from all the properties in the neighborhood. I attempted to report it to APD, but the dispatcher was giving me enormous amounts of attitude and taking her sweet time to take the report, buying the thief lots of time to rob the properties in the area without having to worry about police. APD probably let them get away with it again as usual. Don't be surprised if we see them again next week

I managed to find this issue despite the fact that SeeClickFix removed the search function and the issue listing because I had a copy of the link to it sitting in one of my old e-mails. I wouldn't have b een able to find it again otherwise (thanks SCF developers for breaking the site!)

One year, my recycling fee went up about eight dollars. Multiply that by every resident on the island that pays for recycling. This one person is out there stealing every day. We all have to pay to cover the loss. 365 days a year, probably stealing $50 worth every day.

According to some of the documents I've read posted on other county websites, recycling theft actually costs these cities millions in lost revenue each year. This thief isn't the only one doing it in Alameda. There's a whole group of them.

So yesterday I called APD a couple hours later to follow up on my report of the recycling thief to see if they actually cited them this time. As usual, APD told me they let them get away yet again. I've been sending e-mails to the city manager's office, city mayor, city councilmembers, alameda police chief, city attorney, etc. I strongly urge everyone in Alameda to repeatedly bombard them with e-mails demanding them to act on this issue (and to act on the growing criminal element in Alameda in general!). Everyone should be sending them at least a dozen e-mails per day. This is our only chance of getting them to act on this matter (short of an outright revolt)

And like clockwork, the same recycling thief showed up again today, brazenly trespassing onto people's properties and stealing from their recycling bins in broad daylight since they know full well that APD won't ever cite or arrest them. I called it in to APD non-emergency dispatch but I already know they didn't stop the thief. I already know we'll be seeing them again soon.

Martha I actually followed them during one of their trespassing/looting sessions just to record them going into different people's properties and stealing from them. I also had called APD and wanted to stay nearby so I could give them periodic updates to their location (APD are like the Keystone Kops, they can't stop a crime to save their lives, so they need citizens like me to guide them towards criminals since they apparently don't know how to do an area search)

Eventually I saw some APD officers driving down the street and I immediately flagged them down. I told them everything. They stopped the thief and had a long conversation with them. I walked off thinking the situation was resolved. Then a couple days later guess who I saw trespassing on our property and stealing from it again? Yup, it was the same recycling thief that APD stopped that previous day. They apparently never even bothered citing them. This was MONTHS ago. Now to this day I still see the same thief show up every week like clockwork, waltzing onto our properties and stealing from them without the slightest care in the world. The thief already knows APD won't do anything to them because the Keystone Kops don't actually stop any crimes at all.

Maybe next time I'll do what you suggested. I am kinda curious to know where they're taking all these recyclables. MAybe we can get the place they're taking them to cited for accepting stolen property. The sad part though is that if that place happens to be in Alameda, you can pretty must rest assured APD won't do anything to them. APD don't enforce the law.

I get your frustration. I called the police on one of the repeat offenders. They came and talked to her. Then I see her later on with even more bottles and cans. If you ever read the daily police activity logs, they have tons of shoplifters at Target, etc. but these people are blatantly allowed to trespass and steal repeatedly. Right in front of the police.

Our police department (and our city government in general) is a joke. Laughingstock of the bay area. Even the severely underfunded and understaffed Oakland PD does a better job policing Oakland, a city of over 400,000 people than the very well-funded and well-staffed Alameda police department do our little tiny island of only 79,000 people. It's embarrassing.

They spent so much of our tax dollars buying them fancy new Ford police interceptors and police SUVs, they have all this fancy nice equipment and what do we get out of it? Nothing. Crime and trash all over the island. Hundreds if not thousands of citizens reporting it every day, diligently documenting it on video and in writing, etc, and what do we get? Nothing. Continued crime. Continued victimization of residents by criminals who our city gives a free pass to break the law with impunity. Our tax dollars at work.

Sunday, June 30th, 2019. 9:00 AM. Just spotted the same exact recycling thief again today trespassing on properties in the neighborhood, going into the back of them and digging through their recycle bins to steal recyclables. Reported it to worthless APD again, dispatcher cut me off halfway through my first call. second call ,dispatcher was rude and gave me attitude, assumed the wrong address and hung up on me before I could give the correct address. Third call a different dispatcher answered and I was finally able to give them the correct address. APD dispatchers are the biggest bunch of worthless thugs on this island. Every last one of them should be fired and publicly humiliated for the massive and unbelievable disgrace they are to the law enforcement profession.

Also, in our neighborhood! There are other people with her that watch her from afar. It’s not just recycling blue bin, they are going into the gray bins. I finally politely told the woman it’s not okay. I was leaving bags of recycling clearly for them but they still go through each can!

A bunch of people have already told her to stop, she doesn't care. She'll pretend she acknowledged you or make up some story about her husband passing away to get you to feel sympathy for her. Then a few days later she'll be back on your property stealing from it again. Since APD have let her get away with this for g-d knows how many years, she now has the impression that she can waltz onto anyone's property and take whatever she wants. This is what APD's recent years of non-enforcement has done to Alameda, unfortunately. We need to put an end to this nonsensical "no-enforcement" policy and start laying down the law again. If we don't, pretty soon the entire island is going to be overrun by criminals and transients because they will all realize that there are no consequences for their unlawful actions here

Junebug I'm also curious what neighborhood(s) you've been seeing her and her a.s.s.ociates in? It would be helpful to try and come up with a map of her usual recycling theft route, so that perhaps we can advise law enforcement in advance what her final target will be so that they can finally nab her (otherwise they just keep letting her get away due to their 20 minute to 3 hour long response time)

Her route depends on what day the trash is set out for pick up. Nothing fancier than that. Like you have said over and over, the police don't care about this low-level infraction. She obviously has figured out to finish up her evening's haul closer to home, so if she has a full load, you could follow her and see where she lives.

Wednesday, July 10th, 2019. 8:00 PM.

As I was coming up to my apartment after arriving home from work, I spotted one of the repeat offender neighborhood recycling thieves walking outside our complex and looking into our carport.

I immediately recognized her as one of the recycling thieves who I had actually chased off this property a few months ago. Apparently, she also recognized me, and decided not to go into our property as she had originally planned to dig through our bins.

Instead, she proceeded over to the neighboring property, at 2622 Central Ave, and began digging through their bins. I called APD non-emergency dispatch, the dispatcher was being difficult as usual but managed to take the call after about 2 minutes of me trying to give her the suspect's description.

I'm guessing APD didn't bother dispatching an officer until long after she had gone. She had probably already gotten home by the time they came out (assuming they came out at all)

Anyways, just dropping by to let you all know this issue remains unresolved despite years of repeat complaints from city residents, we still have the same exact thieves coming to our neighborhood to trespass on private property and steal from it every week.

Saturday, July 13th, 2019, 1:15 PM. Neighborhood recycling thief has returned once again (big surprise.) As I said before, they go through various properties down their usual route to steal recyclables from private property.

This has been happening multiple times a week, every week for over a year and possibly longer. APD doing nothing about it as usual. It's incredible.

Friday, July 19th, 2019. 2:17 PM. I spotted the recycling thief again today. They returned to our neighborhood once again as they usually do every week to trespass on and steal from private property again.

First, they trespassed onto 2622 Central Ave, walked all the way into the back of their complex and stole a huge pile of recyclables out of their recycle bins. Then they jaywalked across the street and trespassed onto 2615 Central Ave, walked all the way into their back yard and stole more recyclables out of their bins that were being stored on private property.

The thief was last seen heading eastbound on Central towards Broadway. I reported it to APD non-emergency dispatch but I'm 99% certain that they let the thief get away with it again as they have been every week for the past year and a half now (probably longer than that, actually.)

Thursday, July 25th, 2019. 1:10 PM. I just spotted the same exact recycling thief once again trespassing on private properties in my neighborhood and stealing from them again. Got them on video again too. The thoroughly worthless Alameda Police Department is still letting them rob private properties in my neighborhood every week.

I attempted to report it to APD non-emergency dispatch. It took me about 5 attempts and 7 minutes to finally report it because the worthless dispatcher kept putting me on hold (very convenient, they always have some massive emergency they're too busy dealing with to take your call no matter what day or time you call them, even if its in the middle of the night when absolutely nothing is happening in Alameda! Convenient in a city of 79,000 people trying to report crimes your dispatchers are always too busy to actually take their calls!

Anyway, I'm sure these worthless incompetent cops are going to let the thief get away with it again. Looking forward to seeing them breaking into and robbing private properties in my neighborhood again next week. Thanks worthless APD and city government!

As I was heading to work I spotted the thief again walking southbound on Park from Webb. Apparently they were looting properties up on the northeast side of Alameda today after they left my block before looping back down Park street. APD still letting them get away with it as usual. I'll continue to post updates as the city continues ignoring this issue and letting this c.r.i.m.i.na.l trespass and steal from private properties across the town.

Monday, July 29th 2019. I spotted the recycling thief walking westbound on Central from Pearl as I was leaving the neighborhood yesterday. They were going into every property in my neighborhood to rob their recycling bins as usual. Glad to know APD is still letting this happen every week with absolute, total impunity! No laws enforced here ever it seems.

Also just as a quick update I just realized that "Display Name" (user id #1678895) was actually a user previously named "jaice" or something that posted here many months ago telling us how we have to have "compassion" towards recycling thieves who trespass and steal from our properties.

It makes sense that she attempted to derail the other request I submitted. It's just sad that she actually changed her username and used multiple accounts just to attempt to sabotage my request. It's crazy how sick these people are. Alameda is full of criminal sympathizers. It's no wonder this city is such a dump

Thursday, August 1st, 2019. 1:00 PM I just spotted the same recycling thief walking eastbound on Central from Broadway. I just watched them trespass into the back of 2609 Central to go loot their recycling bins. The thief is currently looting various apartment complexes and single family homes in the neighborhood. Placed a call to worthless APD dispatch who will probably just let them get away with it again. I also got some more video footage of the thief today I'll be uploading shortly.

In this video you can see the thief brazenly walking eastbound on Central Ave from Broadway in broad daylight without a care in the world as they prepare to trespass into the back of 2609 Central Ave to steal recyclables out of their bins. Unfortunately I stopped recording just before they walked into the back of 2609. I wish I got that on video. Maybe I'll have better luck next time.

The reason why this thief isn't even slightly scared to do this in broad daylight is simply because APD has been letting them get away with this despite receiving constant complaints from residents for at least a year and a half straight now. Evidently as a result, the thief is not even the slightest bit concerned about being caught and facing legal consequences for trespassing and stealing from private property.

Alameda, the only city in America where it's A-OK for a total stranger to waltz onto your private property every single week and steal from it. Stay tuned for more videos of the thief next week when they inevitably return to rob our properties again.

It's amazing how accurately I was able to predict yesterday that APD was going to let the thief get away yet again. How did I know I was going to see the thief again shortly afterwards? How is it this doesn't even surprise me and like clockwork, I can predict exactly when the thief shows up, I can predict exactly how APD is going to handle it (not going to handle it at all and let them get away with it) consistently, every time? I just got an e-mail from chief Rolleri telling me that they actually finally cited the thief. But to add insult to injury, he's now telling me that he's going to personally pay whatever fines are imposed on her because he thinks she should have every right to trespass on our private properties and steal from them. Im literally not even slightly making this up.

Here is the disrespectful e-mail I got from corrupt thug chief Paul Rolleri. He attached a photo of the "poor" thief to try to win sympathy points from the city government since I included them in the e-mail, tried to downplay the crime and claim that we're not victims even though we actually are affected by this theft in the form of higher recycling costs not to mention some people have actually had their personal property stolen by this thief like you stated, and stated that he was actually going to pay any fines that are imposed on her, basically openly admitting that he is going to bail criminals out of legal fees in a city that appointed him to enforce their laws. This cements everything I've ever said about this ***ho.le and that he is unfit to serve Alameda. This guy is a criminal sympathizer and a thug. I’m not sure where you work , but the employees here have contractual labor agreements that allow for vacations, especially during the summer like most of the rest of the world. I assure you that many of us are still here working every day.

Contrary to your most recent misinformed rant, we have cited the person for taking the recyclables. I’ve explained the circumstances under which we can cite for this violation, and have explained to you that jail is not the consequence for the violation. I suggest you go back and read it again. Then read it another time after that.

The person you describe as a “robber” is a 72 year old Chinese woman. She lives in Alameda. She is not a criminal. While it is a technical code violation, you are not a victim. Neither are your neighbors, because the bins aren’t yours and neither is the property inside of them.

Given your proximity to the woman when you film your “evidentiary” videos through your window blinds, I find it hard to believe that you did not realize who she was when filing your misleading and overly dramatic accounts of her actions. In my nearly 31 years of law enforcement experience, I have never been aware of someone who obsesses so much over such a minor infraction as much as you have with this woman. It makes me wonder what your actual motivation is, because it certainly has nothing to do with preventing crime or making Alameda a safer place.

I normally wouldn’t share a photo with you, but in this case, I want the Mayor and City Council to see whom all of your emails are about. I can’t speak for them, but my hope is that they will agree that this community is not interested in devoting any more time or resources to your insulting, disrespectful and condescending emails attempting to criminalize an elderly woman who is trying to make ends meet and is not harming anyone. So there you have it folks. This confirms EVERYTHING that I have EVER said about this police chief, this police department and our city government. Here is all the proof you need that this city government is not here to serve us and is actually here to use public funds to destroy our communities even more, actually going as far as to bail the criminals who are destroying our community out of their legal fines with our tax dollars!

Oh and also folks, remember how differently Paul Rolleri and his department reacted to the "minor infraction" of when that woman tore down that "thin blue line" flag from some business on Park street down town earlier this year? You guys remember how seriously they took that matter? They even posted surveillance photos of her on their facebook page to see if someone could ID her. So interesting double standard there, some woman tears down a thin blue line flag downtown and APD is all over it like flies on dung, but this person trespassing and stealing from all of our properties for literally years is no big deal to them. Do you see what I mean? These cops are THUGS and they need to be held accountable!

This weekend, on Friday night/Saturday morning at around 3 AM we had yet another recycle thief show up on our property and start digging through our bins with a flashlight. He was being pretty loud and woke me up. I came outside to confront him. It was a young latino guy probably in his 20s or early 30s. I asked him what he was doing and he just replied saying "sorry." I asked him if he lived here, he said no. I told him to put the stuff back in the bins and leave.

I have a feeling he or one of his buddies will be back since APD not only doesn't seem to see anything wrong with what they're doing, but are even going as far as to actively bail them out of their fines when they finally do get cited for it. This is not Ok and it needs to stop.

Monday, August 12th, 2019. 8:29 PM. I just spotted yet another recycling thief looting the bins from our property, then they went next door to loot the bins from 2622 Central Ave. They're now proceeding down central looting other complexes in the area.

This is not the same thief that was cited or the Latino thief from this weekend. This is a different asian female thief who I chased off this property before. She already knows she is not welcome here but she was trespassing here anyway because she probably didn't realize I was here.

Hey everyone just a quick update:

The user who I previously reported was harassing me in that other request and kept trying to derail and hijack my request, repeatedly attempting to close my request and posting insulting comments directed at me has officially submitted a records request to the city to obtain all emails sent to the police chief regarding recycling theft during the time that I was reporting this problem. It appears they are trying to get my persnoal details (dox) from the city government to harass me in IRL.

Someone is quite spiteful to try and obtain your personal information by doing a record request. They certainly aren't interested in trying to stop recycling theft. Really vindictive in my opinion. There is no valid reason for anyone to know who is complaining about recycling theft.
