Neighborhood recycling thief has been trespassing on various properties to loot the recycling bins (and make a massive mess and a lot of noise in the process) for about a year now (possibly longer!) Have been reporting them weekly since April of 2018 but APD ignored it every time. I got so fed up with it that I decided to follow and record this person on video as they proceeded to trespass and steal from all the properties in my neighborhood, and eventually managed to flag down a couple APD officers who were driving through the area and got them to stop the thief. The thief is an elderly asian woman, possibly vietnamese, who typically wears a grey cap, blue jeans and grey sneakers. The thief usually uses a large three-wheeled cart to transport the stolen recyclables to whoever is paying them for them.
Officers apparently asked them to knock it off and I thought the issue was finally resolved, only to see this same person come back again the next weekend and continue trespassing and stealing from everyone's properties in the neighborhood.
There's also a handful of other thieves, possibly associates of this individual, who also like to go around trespassing on people's properties and digging through their bins. They usually hit various apartment complexes on central before proceeding northbound on Pearl street to hit more properties up that way. I am not sure what their full route is, but I know that they typically come around this area on Sundays and Mondays (although I've also occasionally seem them on a few other days), and usually either mid-morning or in the afternoon.
it is very frustrating that even after an entire year of thoroughly documenting the problem, diligently reporting it to APD every time it happens, the problem continues to persist totally unabated. APD needs to put an end to the weekly recycling theft and trespassing that they've allowed to continue with impunity for an entire year (and possibly longer).

It's officially been almost a month since I reported this issue on seeclickfix and officially almost a year since I started reporting this over the phone to APD non-emergency dispatch every week.
Just saw the recycling thief looting the bins at 2622 central ave again this morning. Reported it to APD non-emergency line and as usual, they ignored my report and let them get away with it again.
I'm sure the thief will be back again to hit all the properties in this neighborhood next week, like they have been every week for the past year.
Thanks for continuing to ignore this and continue letting this person trespass on all our properties to steal from our bins, APD!

I've seen this as well, and my reaction was to have compassion for this woman who probably has no other means of financial support than this grueling physical endeavor.
Also, it's not widely reported, but China has begun stopping receipt of recycling from many localities due to lack of proper cleaning of the recycled items, and that material is going into landfills regardless.
That woman could be any of us under different circumstances, so how do we help her instead of taking away the tiny thread of financial income she works so hard for?

And once again (big surprise!) I just saw the recycling thief trespassing and robbing the property at 2622 central ave once again. This officially marks the one year anniversary since I started reporting this to APD every week a year ago. Nice to know APD is STILL, to this day, allowing this person to trespass on everyone's properties in the neighborhood and stealing from them with absolute impunity. Literally been reporting this to APD EVERY SINGLE WEEK for AN ENTIRE YEAR STRAIGHT and TO THIS DAY this person is STILL doing it. EVERY WEEK. Like clockwork. Thanks for not doing your jobs APD!

I managed to find this issue despite the fact that SeeClickFix removed the search function and the issue listing because I had a copy of the link to it sitting in one of my old e-mails. I wouldn't have b een able to find it again otherwise (thanks SCF developers for breaking the site!)
Anyway, since my last comment on this issue dated May 4th, 2019, I've spotted the thief three times returning to trespass and steal from our properties:

And like clockwork, the same recycling thief showed up again today, brazenly trespassing onto people's properties and stealing from their recycling bins in broad daylight since they know full well that APD won't ever cite or arrest them. I called it in to APD non-emergency dispatch but I already know they didn't stop the thief. I already know we'll be seeing them again soon.

Martha I actually followed them during one of their trespassing/looting sessions just to record them going into different people's properties and stealing from them. I also had called APD and wanted to stay nearby so I could give them periodic updates to their location (APD are like the Keystone Kops, they can't stop a crime to save their lives, so they need citizens like me to guide them towards criminals since they apparently don't know how to do an area search)
Eventually I saw some APD officers driving down the street and I immediately flagged them down. I told them everything. They stopped the thief and had a long conversation with them. I walked off thinking the situation was resolved. Then a couple days later guess who I saw trespassing on our property and stealing from it again? Yup, it was the same recycling thief that APD stopped that previous day. They apparently never even bothered citing them. This was MONTHS ago. Now to this day I still see the same thief show up every week like clockwork, waltzing onto our properties and stealing from them without the slightest care in the world. The thief already knows APD won't do anything to them because the Keystone Kops don't actually stop any crimes at all.
Maybe next time I'll do what you suggested. I am kinda curious to know where they're taking all these recyclables. MAybe we can get the place they're taking them to cited for accepting stolen property. The sad part though is that if that place happens to be in Alameda, you can pretty must rest assured APD won't do anything to them. APD don't enforce the law.

Sunday, June 30th, 2019. 9:00 AM. Just spotted the same exact recycling thief again today trespassing on properties in the neighborhood, going into the back of them and digging through their recycle bins to steal recyclables. Reported it to worthless APD again, dispatcher cut me off halfway through my first call. second call ,dispatcher was rude and gave me attitude, assumed the wrong address and hung up on me before I could give the correct address. Third call a different dispatcher answered and I was finally able to give them the correct address. APD dispatchers are the biggest bunch of worthless thugs on this island. Every last one of them should be fired and publicly humiliated for the massive and unbelievable disgrace they are to the law enforcement profession.

As I was coming up to my apartment after arriving home from work, I spotted one of the repeat offender neighborhood recycling thieves walking outside our complex and looking into our carport.
I immediately recognized her as one of the recycling thieves who I had actually chased off this property a few months ago. Apparently, she also recognized me, and decided not to go into our property as she had originally planned to dig through our bins.
Instead, she proceeded over to the neighboring property, at 2622 Central Ave, and began digging through their bins. I called APD non-emergency dispatch, the dispatcher was being difficult as usual but managed to take the call after about 2 minutes of me trying to give her the suspect's description.
I'm guessing APD didn't bother dispatching an officer until long after she had gone. She had probably already gotten home by the time they came out (assuming they came out at all)
Anyways, just dropping by to let you all know this issue remains unresolved despite years of repeat complaints from city residents, we still have the same exact thieves coming to our neighborhood to trespass on private property and steal from it every week.

Saturday, July 13th, 2019, 1:15 PM. Neighborhood recycling thief has returned once again (big surprise.) As I said before, they go through various properties down their usual route to steal recyclables from private property.
This has been happening multiple times a week, every week for over a year and possibly longer. APD doing nothing about it as usual. It's incredible.

Just a heads up, there's some crazy anonymous social justice warrior (Display Name Blocked (1430668)) is stalking me on this site and attempting to derail my requests regarding this issue. They attempted to attack and derail my request here: https://seeclickfix.com/issues/6116085
I suspect they may be an associate of the recycling thief, possibly the human trafficker responsible for the recycling theft ring.
They attempted to fake-close my issue after bombarding me with insults, made-up laws and defending the recycling thief. I re-opened the issue and reported them to SCF admins for violating their site's terms of service.
Please be on the lookout for this user, as I imagine they may be harassing and hijacking other people's issues on this site, too.

Friday, July 19th, 2019. 2:17 PM. I spotted the recycling thief again today. They returned to our neighborhood once again as they usually do every week to trespass on and steal from private property again.
First, they trespassed onto 2622 Central Ave, walked all the way into the back of their complex and stole a huge pile of recyclables out of their recycle bins. Then they jaywalked across the street and trespassed onto 2615 Central Ave, walked all the way into their back yard and stole more recyclables out of their bins that were being stored on private property.
The thief was last seen heading eastbound on Central towards Broadway. I reported it to APD non-emergency dispatch but I'm 99% certain that they let the thief get away with it again as they have been every week for the past year and a half now (probably longer than that, actually.)

Thursday, July 25th, 2019. 1:10 PM. I just spotted the same exact recycling thief once again trespassing on private properties in my neighborhood and stealing from them again. Got them on video again too. The thoroughly worthless Alameda Police Department is still letting them rob private properties in my neighborhood every week.
I attempted to report it to APD non-emergency dispatch. It took me about 5 attempts and 7 minutes to finally report it because the worthless dispatcher kept putting me on hold (very convenient, they always have some massive emergency they're too busy dealing with to take your call no matter what day or time you call them, even if its in the middle of the night when absolutely nothing is happening in Alameda! Convenient in a city of 79,000 people trying to report crimes your dispatchers are always too busy to actually take their calls!
Anyway, I'm sure these worthless incompetent cops are going to let the thief get away with it again. Looking forward to seeing them breaking into and robbing private properties in my neighborhood again next week. Thanks worthless APD and city government!

Also just as a quick update I just realized that "Display Name" (user id #1678895) was actually a user previously named "jaice" or something that posted here many months ago telling us how we have to have "compassion" towards recycling thieves who trespass and steal from our properties.
It makes sense that she attempted to derail the other request I submitted. It's just sad that she actually changed her username and used multiple accounts just to attempt to sabotage my request. It's crazy how sick these people are. Alameda is full of criminal sympathizers. It's no wonder this city is such a dump

In this video you can see the thief brazenly walking eastbound on Central Ave from Broadway in broad daylight without a care in the world as they prepare to trespass into the back of 2609 Central Ave to steal recyclables out of their bins. Unfortunately I stopped recording just before they walked into the back of 2609. I wish I got that on video. Maybe I'll have better luck next time.
The reason why this thief isn't even slightly scared to do this in broad daylight is simply because APD has been letting them get away with this despite receiving constant complaints from residents for at least a year and a half straight now. Evidently as a result, the thief is not even the slightest bit concerned about being caught and facing legal consequences for trespassing and stealing from private property.
Alameda, the only city in America where it's A-OK for a total stranger to waltz onto your private property every single week and steal from it. Stay tuned for more videos of the thief next week when they inevitably return to rob our properties again.

They were looting the bins behind 2622 Central ave and then proceeded to various other properties in the neighborhood, going into their backyards and stealing out of their recycle bins.

Thanks for letting this continue every single week for over a year and a half now APD! It's amazing how accurately I was able to predict yesterday that APD was going to let the thief get away yet again. How did I know I was going to see the thief again shortly afterwards? How is it this doesn't even surprise me and like clockwork, I can predict exactly when the thief shows up, I can predict exactly how APD is going to handle it (not going to handle it at all and let them get away with it) consistently, every time? This city consistently fails to enforce the law so much that you can literally set a clock by it. Ol' Unfaithful.

Hey everyone! Important announcement!
I just got an e-mail from chief Rolleri telling me that they actually finally cited the thief. But to add insult to injury, he's now telling me that he's going to personally pay whatever fines are imposed on her because he thinks she should have every right to trespass on our private properties and steal from them. Im literally not even slightly making this up.
Here is the disrespectful e-mail I got from corrupt thug chief Paul Rolleri. He attached a photo of the "poor" thief to try to win sympathy points from the city government since I included them in the e-mail, tried to downplay the crime and claim that we're not victims even though we actually are affected by this theft in the form of higher recycling costs not to mention some people have actually had their personal property stolen by this thief like you stated, and stated that he was actually going to pay any fines that are imposed on her, basically openly admitting that he is going to bail criminals out of legal fees in a city that appointed him to enforce their laws. This cements everything I've ever said about this ***ho.le and that he is unfit to serve Alameda. This guy is a criminal sympathizer and a thug. I was not on vacation, but I chose to set your email aside and ignore it until I returned to work. I’m not sure where you work , but the employees here have contractual labor agreements that allow for vacations, especially during the summer like most of the rest of the world. Given that you like to involve as many people as possible in your obsession with the brazen recycling thief, I’m not surprised you received several out of office replies during the summer. I assure you that many of us are still here working every day.
Contrary to your most recent misinformed rant, we have cited the person for taking the recyclables. I’ve explained the circumstances under which we can cite for this violation, and have explained to you that jail is not the consequence for the violation. I suggest you go back and read it again. Then read it another time after that.
The person you describe as a “robber” is a 72 year old Chinese woman. She lives in Alameda. She is not a criminal. While it is a technical code violation, you are not a victim. Neither are your neighbors, because the bins aren’t yours and neither is the property inside of them.
Given your proximity to the woman when you film your “evidentiary” videos through your window blinds, I find it hard to believe that you did not realize who she was when filing your misleading and overly dramatic accounts of her actions. In my nearly 31 years of law enforcement experience, I have never been aware of someone who obsesses so much over such a minor infraction as much as you have with this woman. It makes me wonder what your actual motivation is, because it certainly has nothing to do with preventing crime or making Alameda a safer place.
I normally wouldn’t share a photo with you, but in this case, I want the Mayor and City Council to see whom all of your emails are about. I can’t speak for them, but my hope is that they will agree that this community is not interested in devoting any more time or resources to your insulting, disrespectful and condescending emails attempting to criminalize an elderly woman who is trying to make ends meet and is not harming anyone. Her photo is attached.
I’m sure you’ll sleep better tonight knowing that she’s received a citation. Personally, I hope we never issue her another one.
One last thing. I plan to pay whatever fine is imposed on her out of my own pocket because I think she’s someone worth helping as opposed to making her situation worse.

Here is all the proof you need that this city government is not here to serve us and is actually here to use public funds to destroy our communities even more, actually going as far as to bail the criminals who are destroying our community out of their legal fines with our tax dollars!

This weekend, on Friday night/Saturday morning at around 3 AM we had yet another recycle thief show up on our property and start digging through our bins with a flashlight. He was being pretty loud and woke me up. I came outside to confront him. It was a young latino guy probably in his 20s or early 30s. I asked him what he was doing and he just replied saying "sorry." I asked him if he lived here, he said no. I told him to put the stuff back in the bins and leave.
I have a feeling he or one of his buddies will be back since APD not only doesn't seem to see anything wrong with what they're doing, but are even going as far as to actively bail them out of their fines when they finally do get cited for it. This is not Ok and it needs to stop.

Monday, August 12th, 2019. 8:29 PM. I just spotted yet another recycling thief looting the bins from our property, then they went next door to loot the bins from 2622 Central Ave. They're now proceeding down central looting other complexes in the area.
This is not the same thief that was cited or the Latino thief from this weekend. This is a different asian female thief who I chased off this property before. She already knows she is not welcome here but she was trespassing here anyway because she probably didn't realize I was here.

The user who I previously reported was harassing me in that other request and kept trying to derail and hijack my request, repeatedly attempting to close my request and posting insulting comments directed at me has officially submitted a records request to the city to obtain all emails sent to the police chief regarding recycling theft during the time that I was reporting this problem. It appears they are trying to get my persnoal details (dox) from the city government to harass me in IRL.
