I'm really sorry this is happening to you. It must be very annoying. I do know the city is working on this very issue. When they are finished, perhaps crafting new legislation, and getting approvals. I'm sure this will quiet down a bit. However, having said that, I lived in downtown New Haven for 12 years and noise is just a part of urban living. I completely agree with you they shouldn't be picking up at 4:00 a.m. but, they probably do it because it's easier and faster for them since, they don't have to deal with, or compete with the city's morning and all day traffic.
