This has been a persistent problem in both alleys between Grove and Hanover in the 3300 block for decades if not generations. A "tar & gravel" chipseal was applied to the Grove alley many years ago and it solved the recurring potholes for quite a while, but it continues to deteriorate, even with occasional pothole coldpatch efforts. However, the paving does not allow for grading and gravel application that has been done to the Hanover side of the parking lot (usually done at least once a year). Paving was discussed years ago, but is not practical due to impact on drainage and overall cost. Both alleys experience increasing use between weekly trash collection & dumpster truck, regular oil delivery, and daily activities at Temple Beth El and Vinyard Church.
I would welcome the opportunity to discuss options with DPW officials, since i realize constant patching and grading attention is also costly and difficult to sustain.
