If I remember correctly, the eTRAKiT report never reflected the shipping container, only trash in furniture left on the property. And I am 99% sure it was Officer Dong Yoo, and I do remember he closed it.
It was June 1, 2017 when Brian Sizemore moved 2 containers onto this property as well as began his barrage of junk collecting at 14 Kentucky Ave. Being a homeowner that touches both of these properties, I brought this to the attention of Code Enforcement. It has been 1 3/4 years and this container still sits.
If we as a community do not "complain" how will things get done. It does not seem that code enforcement nor the city of Vallejo police have the time to deal with the issues right in front of them.
We must speak up and point out what is important.
One would think this would be an "easier" item for them to deal with as it is less than 2 blocks from the code enforcement building location.
Open this case again is my vote.
After 1 1/2 years Code Enforcement closed the case for 14 Kentucky also. I don't see any improvement with the appearance of that property. Just like the shipping container, the eTRAKiT case never reflected the real issues on the property and listed trash & high weeds instead. Nothing about zoning, junked vehicles, hazardous material storage, running a generator etc....

Here we are again...started June 1, 2017...Brian has been there heading for 2 years and no real improvement. I watched and called the police as that container was dropped there and they told me it was a planning dept issue. Planning tells you that it is a code violation to be enforced by the code enforcement division of the Police Dept. Yet here we sit 18 months later with no enforcement and no help. I can't understand why the city even bothers with "See click Fix" since they won't really do anything about it. Oh, by the way, I did notify ALL the city council members on this too and still no action!
Vallejo is just a cash cow for overpaid executives and uniformed union personnel. Everything is structured to maximize revenue and minimize responsibility. Our City Council are simply out of their depth.
Just called planning division and spoke with Singeh, no reported issue on file with their department (Ever). Since they deal with some aspects of height and setback codes it’s ultimately the building divsion’s job for the permit. I told her nothing exists on eTRAKiT for that address. She is researching the owner and we discussed that Brian Sizemore has been posted as the owner but eTRAKiT say “Farragut Holdings”. She is supposed to follow up with me.
Now I have a call into the Building Division and awaiting a call back. If none is received by Monday, I’ll be walking into their
office to ask.
A City Official's name will be attached to this issue or at least an Official to answer officially if this is kosher or not.
Please leave this issue open so I can post the results of all the calls made and give a real answer as to why this gone unsolved.

Brian Sizemore is the tenant doing all the damage to the property but he is just a leaseholder per Christina at Code enforcement station right there on Florida (within sight of the mess in question). Farragut Holdings is the actual "owners" of the property. Farragut Holdings, according to bloomberg.com has no executives or anyone else listed other than its registration in the Cayman Islands. B.V. Thanks for the additional info. It seems that as of right now no department or person is “owning” this issue. Even after making a couple calls it’s undecided what department it falls to. At this point, just trying to find what dept really has responsibility and make them accountable. Am waiting for calls back and can hopefully be able to post an answer.
It would be great if we had stricter rules for non involved owners whom neglect their responsibilities. Too many out of town people own properties here that don't have proper management etc. maintaining their properties. If you can afford to be this type of owner you should be able to afford huge fines. The message needs to go out we don't tolerate owners to park their money here and then be absent with maintenance etc.. We should be able to fine them enough to do their responsibilities for them. Isn't Caymen island a place where rich people use it to evade US taxes etc..
What would be great would for the management at City Hall to direct their employees to enforce the laws that are already on the books. This discussion, right now, is duplicating one archived from more than a year ago, that ended (was CLOSED) like this one with a referral to the Planning Department.
And now, we have yet another referral to the Planning Department, and a Planning Department claiming they never received a referral!
We are constantly seeing posts from bots explaining how the City lacks the funds necessary to hire the more and better qualified people needed to do the job, These might get more sympathy were Vallejo's employees not already amongst the highest paid in the state.
Thats why I’m putting this one to bed myself. Any other neighbors that might have info or past dialog with Code Enforcement, Planning or Building Duvions on this property please post it. When I approach the right department, having the history of non compliance handy helps to illustrate nothing has been done in 2 years.
Just spoke with Livian Ellis at Building Division. They are sending an inspector sometime next week. She said to check eTRAKiT for the updates. I said I would prefer that they call back and follow up, but she said they won't.
So the sad part is, even if the inspector finds no permit and it was placed illegally, it's just a bunch of warning letters and Building Division can not remove it. It's only if the owner responds. Otherwise nothing as far as penalties or fines, just a lien on the property eventually, and that's only effective when it the property is sold or money is borrowed against it. Too bad the holder of the lease, Brian Sizemore, can't be held responsible for what he has done (I'm still going to try going at it that way).
Got a letter back this morning from the Mayor (Bob Sampayan) and then a follow up letter from Katy Meisner. The mayor states " I'll send this over to the City Attorney asking that we pursue stronger action. I'll ask for a progress report and get back to you."
So, how is this issue shaping up? Did we ever get an inspector out there?
Obviously I’m going to have to call and talk to building division again and follow up. It’s all about following up with city officials and their non-responses.

Just received a return call from John an inspector with the building division. No eTRAKiT case because there is no case. Bad news, according to John they have nothing to enforce. He has been to the property and if people were living in it, then it would be a different story. We had a fairly long discussion which included Bryan Sizemore and 16 Kentucky. If anything interesting turns up he will call back. So I’m not really sure what’s up or down at this point if no codes exist for this type of issue. Why did the department say a permit was required in the first place? Next stop is to the City Attorney and see if he got the message from our Mayor.

Found this on the COV Website, this might be an option if the City Attorney doesn't get us anywhere. Perhaps they will have a way for us to find a violation that is actionable. Next session will be April 3rd.

So I spoke with the city attorney and they have no record of any issue with this address. So the mayor did not forward the information. After discussing the issue for sometime it is not going to be something the city attorney will handle. It is a code enforcement issue, so I dropped into their office and we have re-started the process with them. I should receive a call back, and will post any answers here. Additionally I checked with building division and they also had no record of any issue at this address. So the forwarding of these issues doesn’t seem to work well. We also discussed Mr. Sizemore and his other mess at 14 Kentucky and they’ll be looking into that again.

What total BS. I was required to have a building permit for a small building that I wanted as a shed in my backyard. Not only did I have to pay for the permit but that also triggers them the right to raise your property value and hence increase the property taxes. But he can just plop an ugly container on the property that should have had a permit? It was interesting that they got him to remove 2 other containers on the property kitty-corner on Wilson.
Yeah, I don’t know what to tell you at this point. There’s really no consistency with enforcement, one officer interprets the law differently than another. Basically Officer Sidie told me that this is considered a temporary placement, like the P.O.D.S. people use when they move into a home. I don’t agree with that assessment as this is not a temporary situation obviously. Something about it’s not an actual structure......
So this was the second of four issues that I am pursuing with city agencies. And as I said, if I can’t get one of them resolved - then I’m resigning from SCF and just giving up on anything but reporting illegal dumping. So besides this, I found out that the building on Georgia Street with the tarpon the 2nd floor will not be fixed anytime soon because the city is not pursuing bringing it up to code after the earthquake. It took going down to City Hall several times and eventually speaking with the senior inspector for building department. After our conversation it was obvious that Buck can take as long as he wants. So I quit following up on why the issue kept getting closed without being fixed. The 3rd is the homeless encampment William has been reporting for a year now. And 4th issue, why the Shopping-cart Abatement & Recovery Program outlined in the City Codes is not enforced. After talking to code enforcement, they told me they would enforce it if the plan were active. They said planning division takes care of implementing it, so I went down and spoke with them. Nobody is aware of these codes. them know it puts strain on other departments that are already underfunded and shorthanded. So for two weeks I’ve been following up with that and hopefully it will be discussed at their meeting tonight if the schedule allows enough time..... so hopefully we see list seafood city shopping carts eventually. Other places like grocery outlet are already doing it on their own.
I feel like Theo should be chiming in soon, almost like he’s been through this himself. I’m starting to be as cynical about this City’s Management after these experiences. Or when Boombatz said that GVRD lied to his face about locking the parks at night. And after I made the same inquiries, was assured River Park gets locked every night. Well that’s not true either, it’s open every night and is the responsibility of the construction foreman for the project going on over there. I was also assured that he would be spoken to and it would be taken care of.....well I gave up on that one too. Never mind that by one person not doing his job, other departments like code enforcement and community services have to go in there for homeless encampments and RVs parking all day and all night.
This stuff is the reason for my families exodos from Vallejo. We have 2 properties here and we will be down to 1 shortly. We had hoped that our involvement would lead to propelling the city in a positive direction. That has been blasted out of the water in so many directions not to mention them even entertaining the idea of a CEMENT PLANT here on the waterfront. We have moved to Oregon and the city is completely run professionally. Last fall they even instituted free WiFi in the 5 block area of the downtown to be followed up by Internet service to the tune of Gigabyte speed to all areas of the city. The first time we had a small incident here, I called the police (the guy was sick on the side of the road) and the police arrived within 6 minutes. No cops shooting citizens here either. Don't get me wrong there are some very awesome people in Vallejo, the sad part is that there are so many more that aren't and people like Buck K. can just run the town into the ground as he sees fit. Okay, I am off my soapbox...sorry for the rant!
Sorry, but I'm not sure that voting for or against anything Vallejo will do anything to help improve the streets in your neighborhood, the way your kids are educated, whether you suffer verbal abuse by city officials or physical abuse by police officers. This is Vallejo, residents simply don't matter.
I sure won't be voting for ANY sort of street improvements...1) they don't do them 2) We are paying a 1% sales tax that was supposed to fix them. I don't think they should even be in the ballet ever again. We have given them over a million so far in this PB Stuff...enough!
Last round of participatory budgeting, after we voted the City moved funds away from some of the programs we approved. That totally compromised the process.
Missing the point guys. PB was a great idea in theory, and a great credit to Marti Brown. In practice it's just a financial finagle to shift extra funds to Police, Fire Departments, and School District. 14-year old, unverified "residents" voting online , and a City Council override -- that's what Vallejo calls democracy. Why are you surprised?
