The cone is placed touching car to protect it from being hit, not to save the space. I wish I had one to protect my car as it has been hit twice in the past few months on this street.
Consider making this a one way street!

Not what I said or tried to say. Even if I'm sympathetic about the reasons, encouraging people to put objects in the street is probably not a good idea. I don't want to see this issue closed because it was misclassified; I would like to see it solved.
If a cone is allowed for car protection, then why not allow people to drill their own holes in the pavement and put steel posts wrapped in reflective tape in them? I would like to see a solution to the problem in terms of either a specific action or explanation from the city. That could be making the street one-way as you have suggested, banning parking in that last block of Davenport (either entirely or during part of the day as was done in the next block westerly), or ordinance clarification or modification to make the rules about what is permitted more specific and then allowing the police, not Public Works, to enforce them.
And as to wanting a cone of your own, consider doing a web search on something like "automobile rear bumper protector". When I just tried that, I found a number of devices that would probably be more effective at car protection than a cone on the street. Because they are attached to the car, they would raise none of the issues caused by the cone. And, while most of what I found are black if visibility were an issue, I assume that either some reflective tape or a can of lurid green or screaming orange paint would solve that part of the problem.
