You need to resolve this once and for all. Although you believe that you cannot tow and your summons are ignored, the City does indeed control the streets. Think about curb bump outs, temporary barricades fixed to the pavement, or other means to make these illegal and unsafe parking spaces unavailable.
Escalate this to City Hall and confirm that contact has been made. Provide the name of the responsible official.

Summer is coming and the pedestrian traffic will increase and more people will be at risk of getting run over. Illegal parking is illegal parking.. tow them all.

This issue is still ongoing on March of 2022. Are you kidding me? You closed it??? Keep closing it? The post office trucks now park in the area marked for Handicapped people. This issue been going on for 3 years now. What has been the solution??? Get these trucks to park in a garage. Simple solution. Build a garage deck 3 to 4 floors and have them park there. Why are they still parking on the streets? I find this hilarious as its been 3 years and every year "We are working on solution" You could have built a 3 story parking garage for these Post Office trucks by now. '

Because jersey city has no authority over federal truck. Also if the truck gets towed how you gonna get your mail and package? Lmao. You gotta think about that. What if it has your tax return and now the truck is towed?
Nobody can tow the USPS or ticket. The USPS trucks dont even have license plates. They're federal trucks. Usps is a federal agency trumping over any city and state agency.

This issue seems to have been bouncing around for 3.5 years. Why has nothing been completed? On 3/4/2021, Jennifer C stated that the issue would be dealt with "this spring" (meaning spring 2021) and yet it has not. in August 2021 this was recategorized as a pedestrian study request. Now it's been bounced back to Traffic.
What is the current status?

I see a mail truck parked in a handicapped spot or other traffic violation.
Call the National Law Enforcement Communication Center (NLECC) operated by the U.S. Postal Inspection Service at (877) 696-5322. NLECC will contact the appropriate facility to respond.
I called and told them about it and was passed to the office of the Inspector General. That office gave me the number (732) 819-3260 to call. Of course, Consumer Affairs at that number was unavailable but I left name/phone and a brief description. Everyone could try to do the same and see whether we can get a response with a significant number of calls (unless you have already been through this process and it's a dead end).
