I think we can give this type of parking violation a wide berth, it’s not like it has been there for days. This is not restricting emergency vehicles.

It's right in front of a light signal. Only one car can queue up at the light. The second car would have to wait behind this parked car because there isn't enough space for a car coming the other direction(westbound on 24th) to fit between the parked cars on the odd side and the traffic waiting at the light. Some people can't grasp this and block the path because of this parked car.
