The issue was outstanding thus long because a neighbor started feeding the cats. The number of strays grew to 19 because of kittens being born.
Recently the neighbor sold the house so the cats are starting to go elsewhere. Someone else will now inherit the problem. The homeowner who caused the problem lived at 5 Fawn Path and has now left a condition to the new homeowner.
