Update: They rolled into their carport last night at around midnight blasting their subwoofer intentionally to harass and disturb me again. They were sitting only a few dozen feet from my bedroom window blasting the subwoofer on maximum setting, causing all the walls in my building to vibrate violently. this is probably the 50th time they've done it in just the last couple months.

anyway, I just caught them on video trespassing on our property again. They parked one of their SUVs in their driveway last night, and this morning I got them on video trespassing onto our driveway to get around the obstruction. In the video I also got some footage of them intentionally turning their music up to full blast just a few feet away from my bedroom window on purpose to harass me. I sent an e-mail with the video footage and photos of the car blocking their driveway to Lieutenant Jeffery Emmitt (the officer that was apparently just assigned to this case)

Looks like the updates I attempted to post on this issue over the weekend are still arbitrarily and nonsensically censored by the corrupt admins of this website attempting to stop me from reporting problems on this site

There was another massive eruption of barking from their dogs today that lasted about an hour. I called APD non-emergency again and as usual, they took their sweet time to respond and once again did not cite the owners and let them get away with it again. I called them to follow up to find out if they were cited, and they told me they weren't. Looks like they plan to just continue sweeping this under the rug indefinitely and never doing anything to address the problem.

oh and I forgot to add: after I sent APD video footage of my neighbors literally trespassing onto our property, illegally using our driveway without our permission to circumvent the obstruction they created in their own driveway by parking one of their other SUVs in it (it only has enough space for 1 vehicle to pass), he responded telling me that isn't blocking a driveway and them trespassing on our property isn't trespassing! So in case anyone is wondering why APD can't seem to be able to stop a single crime on this island, its because apparently according to them, crime isn't actually crime! The more you know!

This morning I once again woke up to the eardrum shattering sounds of the shrieking barking of their 3 dogs in the carport. Got it on video as usual too. Filed another barking dog complaint with APD non-emergency, but as usual they are still sweeping this problem under the rug and refusing to cite the owner

They're now in their apartment with their door wide open screaming and spewing profanity.

My lease is indeed up soon and hopefully, I'll be able to find another affordable apartment within reasonable commuting distance from my job before I have to renew it so I can move out of this place and get away from these awful people.

Unfortunately there is no guarantee I'll find housing in time, and the fact remains that I've lost an enormous amount of sleep (as well as time and money in general) as a direct result of the abuse these people have put me through.

Simply moving away will not get back all the time and money I've lost (e.g. missed hours at work, lack of productivity due to lack of sleep, etc), it will not undo the damage I've suffered to my mental and physical health from enduring noise on a daily basis for an entire year, etc.

Whoever moves into my current unit once I vacate will also have to suffer the same abuse from these people, and it will continue indefinitely unless they finally face legal consequences.

To get justice for myself, the countless others who endured these people's abuse since they bought that building about a decade ago and any future tenants who might end up living here, these people need to be cited and forced to pay restitution to everyone they've victimized. Otherwise, they're just going to keep doing it, and everyone who lives near them will suffer. The abuse needs to stop and it is the city's duty to enforce the law and hold these people accountable for their actions.

Start looking for an apartment NOW. Put all of your time and energy into it.

I've been looking since February but everything I've been able to find around here within my budget is typically another dingbat-type building like the one I'm in now, and these sort of buildings are notorious for their cheap, seismically unsafe design and poor-to-nonexistent sound insulation. Basically everything I've found in Alameda within my budget is an uninhabitable dump. It seems like it's really hard to find a decent apartment out here that isn't $2,500 + per month

She is too lazy to actually go downstairs and talk to them face to face, so instead she stands outside her door on the top floor of her building yelling to a person several dozen feet away so everyone else is forced to listen to their conversation. There was also more sporadic barking from the dogs they keep locked up in #B, just like every day.

Woke me up again even as I was sleeping with earplugs and all my double pane windows closed. They've done this so many times I've lost count. More loud shouting from the owner's unit this morning. They had some unknown visitor come in a White Ford F-150 pickup and brought a dog with them. They kept their door wide open as they were yelling in their apartment at the top of their lungs to ensure that all the neighboring properties got to listen to it too. Was loud enough to be clearly audible through a closed double pane window and a pair of earplugs.

Last night, the d.r.u.g. ad.d.i.c.t/alcoholic who lives in #D had his friend in his pickup truck block the driveways to both 2614 and 2618 central, forcing my girlfriend and I to wait for him to finish his drunken conversation with him to enter our own carport. Then there's been more sporadic blasts from the subwoofer systems of their various SUVs today. First it was early this morning then again in the afternoon.

Currently , the owners are sitting in their apartment playing their music/tv loud and have their door wide open, so that even with all the windows in my apartment closed, i can still hear their music/tv.

They treat our complex as if it was an extension of their own. To them, their complex and our complex (they do not own this property) is simply one big single-family home that belongs to them and them only. The other tenants here mean nothing to them. So I just found out yesterday that two of the family members of the owners of 2614 Central, one of whom is the owner of the Black Jeep Cherokee Latitude (Plate #: 8GMM646), both just recently got arrested in Alameda county on two separate charges. The Cherokee owner was charged with DUI here in Alameda and has a court date this week. The other, her younger sister, was charged with criminal threats and vandalism by Union City police, and also has a court date this week.

Last night the Black Jeep Cherokee driver pulled into the carport around 1 am loudly playing her music to intentionally harass me and my girlfriend as we were sleeping.

Then again today she came out of her apartment yelling, and when I looked out my window she flipped me off. Then she got into her Jeep and drove off.

I am not sure how she is legally operating a motor vehicle at this time considering she was just recently charged with a DUI by Alameda PD. I'm pretty sure a DUI gets your license suspended doesn't it?

Wouldn't surprise me if APD is knowingly letting her drive her jeep around the island with a suspended license and history of driving while intoxicated. I wonder if she's going to cause any accidents or deaths? Guess we'll just have to wait and see

Also it appears the Jeep Cherokee driver who was recently charged with a DUI is apparently no longer living in the storage container in the back of 2614 central's carport, and is now living with her relatives in unit #B.

Yup, that's how the city rolls Martha. I've been telling people about this for a while now. They actively and knowingly ignore crimes all over the island. Just about every crime I've reported this past year they've ignored. They don't care whatsoever. They showed up about an hour later and as they approached the property, the neighbor's dog erupted into yet another storm of deafening barking. After a brief exchange with the neighbors, the officer then went over and began banging on my windows and doors and calling me by name, despite the fact that I had not even given the dispatchers my name on this call and specifically asked not to be contacted because I did not want to be disturbed. For some reason APD come and harass me instead of doing anything about my noisy neighbors. Apparently they're ok with someone disturbing the peace here every day, driving on a suspended license with a DUI, etc, but if I complain about them suddenly I'm the bad guy. Incredible.

The screaming and partying got so bad yesterday that I ended up having to leave my apartment and stay outside until around 10 PM. When I got home, they were just finishing up their party and were staring me down as my girlfriend and I pulled into our carport.

Then today, they spotted me as I was leaving my apartment for work (they keep their doors wide open all day and have a constant line of sight of my unit, so whenever I go in or outside my apartment they see me) and began screaming and hurling profanity at me, calling me a mother f***er, etc. Apparently in retaliation to me filing several noise complaints with APD yesterday as well as the fire department because the smoke from their barbecue was going into my apartment and causing me to experience respiratory issues.

They completely ruined my entire weekend routine. I couldn't get any of the errands I needed to do done yesterday because they held our whole complex hostage with their screaming and partying. Completely throwing my whole routine out of whack because I can't concentrate and focus on any tasks at home without the constant noise and stress they cause. It's like I'm a prisoner in my own home, I can't even spend a Sunday afternoon at home and take care of basic chores like laundry and vacuuming my apartment because of them. Glad to know APD is totally ok with these people acting like they own the whole block and putting other neighbors through untold amounts of abuse.

I'm legitimately worried for you and your girlfriend. I've been in a situation where a tenant of the same building was problematic, I complained, and they ended up retaliating against me. Your situation is much worse.

I appreciate your concern. I'm also worried. According to an APD officer, my neighbors apparently already tried to retaliate legally once by trying to claim I was 'harassing' them by filing noise complaints when they were in fact being very noisy. They were apparently rejected because they didn't have my information. They obtained my information from APD after I made the mistake of filing a police report without remaining anonymous after they started verbally harassing my girlfriend and I. I had wrongfully assumed that APD would safeguard my personal information, and they ended up divulging it to my neighbors. That was last year however and they haven't successfully pursued any sort of legal action against me since, presumably because their case against me is incredibly weak and I have video evidence of their shenanigans to confirm that I haven't done anything wrong. They have instead resorted to more creative methods of retaliating against me. For example, tonight at 2:30 AM (it's now 2:40 AM), the driver of the 2014 Jeep Cherokee Latitude pulled into the carport after a long night of driving around on her suspended license and proceeded to repeatedly arm and disarm her car alarm around 20 times intentionally to harass me and my girlfriend as we were trying to sleep (the vehicle blips the horn every time). She just stood there rapid-firing the alarm button on her car remote to repeatedly blip it's horn. She's able to get away with it as APD does nothing even when I send them videos of it, and if I actually call them to complain she'll be long gone by the time they arrive (assuming they even come out at all, half the time they don't even bother)

The horn blipping is of course only just one of the many different retaliatory harassment methods that they use on a regular basis. They continued to shout loudly, laugh and have their dogs bark loudly and uncontrollably for around half an hour straight. I called APD non-emergency to file a complaint, and as usual, they ignored the call and did nothing. One of the owners' family members (from unit #B) rolled into their carport again today blasting her music on maximum setting in her Toyota Corolla with license plate 6SGM274. Her 3 dogs, which she keeps locked up in a tiny apartment 24/7, are also barking loudly again.

APD once again showed up on our property uninvited, bothering me as I was walking out my unit even though I explicitly told the dispatchers I did not want to be contacted and didn't even provide them with my personal information. This is just one of the many countless times that APD came to bother me unsolicited, even when I didn't provide my personal information to them at all, instead of bothering my neighbors who were being noisy when they arrived on scene, in response to me filing well-merited noise complaints. Only in Alameda do the police come and bother you when you file a noise complaint against a noisy neighbor instead of ever citing the neighbor. Here in Alameda, they come and bother you instead. They never cite the people making the noise and who are the entire reason you keep calling them. Why? Because this is Alameda, and everything is backwards here. It's opposite day every day; where the criminals are the good guys and the people who report them are the criminals.

The tenants in #B saw me as I was recording the noise disturbance they were creating in the carport. One of them made a gesture at me with her fist, seemingly indicating that they don't care that they're making lots of noise and disturbing me. It was basically her way of saying "Oh we're bothering you? Well too bad! By the time the cops show up we'll be long gone." About 10 minutes had passed since I called APD non-emergency and they proceeded to get into a vehicle in front of their building and drive off. They're never going to face any legal consequences for their misconduct and constant noise disturbances, so it's no surprise that they act like this. Thanks to APD, they are allowed to break as many laws and disturb people as much as they want without ever having to worry about getting any citations.

1 hour later (approximately 45 minutes after the owners of the dogs left the area), APD finally responded to the barking dog complaint. They stood in their carport for a bit as their dogs barked their heads off in their apartment. Won't be surprised if they don't cite as usual.

As you can see in that video footage, there is absolutely no way to escape the noise these people create here every single day. There's nothing you can do to drown their noise out. Double pane windows, earplugs, fans, headphones. I've tried everything. Their noise is so loud it pierces through everything like a knife cutting through butter. They will ensure that there is never any peace around here. It's always a high-noise and high-stress environment here because of them, and there is absolutely nothing anyone here can do to stop the noise. The only thing we can do is leave our homes and spend the whole day outside away from them. we can't even stay in our own apartments because of these people.

Also note that this video is just a very brief sample of something that happens multiple times a day, every day, at any time of the day (including in the middle of the night), with the episodes sometimes continuing for 30 minutes or longer. This is also only just one of the myriad different noise disturbances these people create. They don't just have 3 loud barking dogs, but they also throw loud parties regularly, blast loud music with high powered subwoofer systems, scream at the top of their lungs, etc. I have a whole gold mine of video footage dating back an entire year if anyone wants to see it.

Thanks for the right click advice. I should have known to try that. She's just letting her dogs out for a potty break or to play so they really didn't seem to loud for me. My neighbor's dogs are much louder and more annoying than that when they are outside. Can you hear their inside barking?

I can hear them every day, the barking is very very loud. I have double pane windows which I keep closed even through the summer when it gets extremely stuffy in my apartment just to reduce the noise I have to hear from them, and their barking easily penetrates the windows and reverberates through my whole unit. Perhaps the microphone on my phone doesn't do the noise justice. It is much louder in real life than it is in that video. I can hear the dogs barking all the way on the opposite side of my apartment, and I can hear them bark even when they're inside their unit with their doors and windows closed, with all my windows closed as well. It's very loud and the owner lied to Alameda Animal Services claiming she purchased a bark control device. Clearly that video shows that she was lying and just said that to avoid being cited. Dogs don't just bark like that. That is the result of improper training. The dogs weren't raised properly. They don't even have leashes for them and have to carry them in and out of their unit in their hands as a testament to the total lack of training these dogs have received. What they're doing is an open violation of Alameda county noise ordinance and it's a massive nuisance to everyone in this area.

I have had many neighbors with dogs who were never a problem. I almost never heard them bark because the dogs were properly trained and cared for. The people at 2614 central ave do not properly train or care for their dogs. The dogs have absolutely no obedience training at all. They don't have leashes. They have to be carried in and out of their unit because they won't comply when asked to come inside. They bark constantly. They keep those 3 dogs locked up in that tiny apartment 24/7, only taking them outside for 5 minutes a day in their carport to potty. The dogs have never been socialized and have never seen the world beyond their apartment complex. The dogs are neglected and its no surprise that they bark so much considering they spend their whole lives cooped up in a tiny apartment. these owners should be cited. It is unfair to both everyone in this area as well as their dogs who are forced to spend their lives indoors.

I find it very disturbing that people are starting to believe that it's normal and fine for dogs to bark like this. It's not normal. This is the result of not raising dogs properly. Sadly, this phenomenon is spreading across the United States and is becoming a serious epidemic plaguing urban and suburban communities across the nation due to irresponsible dog owners. It is absolutely not normal or ok to hear your neighbor's dogs barking every day. If you hear your neighbor's dogs barking daily, it's because your neighbor doesn't properly raise/care for their dogs and is a bad neighbor. It's not normal.

Have you tried involving your landlord in the disputes with your neighbor? IMO your'e entitled to rights as a tenant.

I don't really want to get my landlord involved. I don't see the point. The problem isn't coming from our building, it's coming from the building next door. The people who are causing these nuisances own that apartment building so there's no landlord I can talk to. They are the landlords. My landlord doesn't have any control over what they do over there.

But I do agree that I am entitled to the same rights that every other tenant in California is. That includes the right to the quiet enjoyment of my home. That's a state law. Not to mention the various ordinances that Alameda county has against noise. Unfortunately none of these ordinances are enforced, the state law is not enforced here in Alameda and unfortunately tenants don't have any effective rights in Alameda despite state law clearly saying that we do. The bottom line is that because the city government/APD refuses to enforce state tenant law and county ordinance, anyone who lives in Alameda and is unfortunate enough to have extremely loud and disrespectful neighbors who harass them on a daily basis is pretty much completely on their own. The city simply will not help you. They will not do anything when you file noise complaints against the neighbors. At best, they will send officers out to maybe talk to them. They will never cite them. At worst, they won't even bother coming out at all. That's just how things go out here. Unfortunately, Alameda is quickly turning into the same sort of lawless dystopia that Oakland has been for decades. We're really not that far off from turning into Oakland #2. I've said it before but I really think that if things continue at this rate, in about 10 or 20 years Alameda will be indistinguishable from Oakland in terms of crime, homelessness, blight, etc.

He's well aware of them. As I mentioned previously, apparently every tenant that has lived in my unit for the past 10 years complained about these people. My landlord apparently even had to put a lock on our laundry room because they were breaking into it and using it without permission. Unfortunately, as I already mentioned, he does not own their building, they do. He has no control over what they do there. Me complaining to him would simply be yet another repeat of what every other tenant that has lived in my unit for the past 10 years straight has already complained to him about. He's already heard these same complaints from everyone else who lived here. I don't want to bother him by complaining about a problem that he has no control over. I contact him when we have a problem with our building, like water leaks and stuff like that. He has no power over the neighbors. That's the city/APD's job. Unfortunately the city/APD won't do it, so we're pretty much powerless against them. Landlord can't do anything. I can't do anything. Only the city can, and they refuse.

The best thing my landlord could do is maybe extend our fence to the sidewalk to prevent them from trespassing on our property and using our driveway, but I am not sure if he is willing to invest in that as that may end up costing more than he can afford

It would be nice if he could build a tall concrete wall as high as the building separating our complexes, but I think that would be way too expensive and I think the city has very strict regulations on how tall and what materials you can build a fence with. That would be the best thing I can think of that he could actually do to try and remedy the situation. The concrete wall would help absorb the neighbor's screaming, dog barking and loud music and reduce the amount of that that we have to hear, but the city probably wouldn't let him build a wall like that and even if they did, i doubt he has the money for that right now

Last night at about 3 am, the driver of the black jeep (license #8GMM646) rolled into her family's apartment complex at 2614 central ave loudly honking her horn on purpose to wake me and my girlfriend up as we were trying to sleep. Then this morning she did it again as she left the complex around 6:30 AM. She's still driving around on a suspended license as well. I attempted to notify APD and report her for harassment and driving on a suspended license, but the rude and incompetent dispatcher refused to take the call as usual

Despite the fact that APD told me on the phone that they were refusing to dispatch for this issue, and despite the fact that I called from a blocked number, did not provide my name or address, and explicitly stated that I did not want contact with police, this dispatcher sent an officer to my home anyway and had them stand outside my door for 15 minutes banging on my door. This is an outrage. I will be filing a claim against APD with the city attorney's office. APD are not a real law enforcement agency. They're a bunch of overpaid thugs who don't enforce the law and harass law abiding citizens.

today there's been more sporadic noise from the various occupants/owners of 2614 central ave, although they've been a little more quiet today than usual. This morning there was sporadic shouting and loud music from one of their suvs. they have a corolla parked in their driveway blocking the driveway and have already trespassed on our driveway at least twice today to get around the obstruction. I recorded video footage of them using our driveway once today, even though APD refuses to do anything even with video evidence being provided. This video footage will at least help my lawsuit against the city that's coming up soon for letting this go on for over a year. I will make sure the city has to pay for this.

The motorbike guy from the lower back unit was revving his motorbike again today. He recklessly sped around the block, doing a lap or 2 going about 20-30 over the speed limit, and then pulled the bike back into their carport. I suspect he might not even be legally operating that bike which is why he only takes it out for short spins like that. I'm pretty sure the exhaust kit he has on that bike is illegal given the extreme noise it produces (california has laws against such loud exhausts)

the owners of the 3 dogs in apartment b left the complex and abandoned their dogs there (as usual). The dogs have been barking sporadically throughout the day. They have all their doors and windows closed, but since the dogs are so loud, their barking is still audible outside the unit. It's very sad how Alameda Animal Services continues to allow the tenants of 2614 Central Ave #B to neglect and abuse these animals, who only get to the see the light of day for 5 minutes a day and have never even seen what a park or lake looks like. I can only imagine what a miserable existence it must be, never being let outside and being forced to spend 23.9 hours a day cooped up in a tiny apartment with no air conditioning. Glad to know Alameda city government is ok with animal abuse.

Anyway, looking forward to more noise disturbances, animal abuse, trespassing and other various unlawful activities from the occupants of 2614 Central ave. Stay tuned for more updates.

And, as predicted, the noise has now intensified. The occupants of 2614 Central Ave #B have returned to the complex - trespassing on our driveway without our/the owner's permission once again as they pulled into their carport - and initiated a massive eruption of barking from their 3 dogs. They're also now walking around shouting at the top of their lungs. The occupants of 2614 Central Ave #E (The owners of the complex) have opened their door so that everyone is forced to listen to their shouting. The drunk guy in 2614 Central Ave #D also appears to be under the influence again, drunkenly stammering about while yelling and "singing" (if you can call that atrocious noise singing)

They're now congregating outside yelling even louder. They saw me as I was walking upstairs from our laundry room and made a sarcastic comment at me to harass me.

IANAL I don't think a lawsuit against the City will be the proper action. What you are dealing with is a private nuisance claim, and if you have neighbors that are also aggravated by the issues, then you could upgrade to a public nuisance claim. That would be even better because it lends weight to the nuisance interpretation. I think you need to notify the owner of the property in writing that he is maintaining a nuisance. You have multiple issues. Supply copies of the ordinances that the tenants are violating. Address every issue that you intend to bring up in your lawsuit. That is helpful because you have legally notified the person. If there is no improvement, that adds more weight to your claims. Please read up on this. Plenty of information online.

I may sue the owner in addition to the city. The reason why I want to sue the city is for their continued refusal to enforce any of our county ordinances concerning this property or california state law protecting my rights as a tenant to the quiet enjoyment of my home.

Based on what many, many other residents have been reporting on this site for the past few years, it seems that Alameda's code enforcement is pretty much nonexistent. People have spent years trying to get them to address blight and other widespread problems across the city to pretty much no avail, and I think the city deserves to be sued for ignoring so many code compliance issues in this city for years.

APD likewise has a pretty terrible reputation (just go take a look at their Yelp page!) for not enforcing the law and letting criminals victimize alamedans with impunity. Last night at around 3:41 AM, the owners of 2614 Central Ave opened their door and began shouting loudly with a few of the other tenants in their building about something - no idea what - but it was loud enough to wake me and my girlfriend up. My girlfriend only got about 3 hours of sleep because of them (she had to get up early for work today). I recorded video footage of them shouting last night. The shouting continued sporadically until about 4:18 AM. There was also periodic slamming of some kind of metallic object against something. I didn't see what it was as I was too busy trying to go back to sleep and cover my girlfriend's ears so she could sleep.

Then today there's been more sporadic barking from their dogs.

The coughing didn't sound like a real cough and sounded forced, I think they were just doing it to harass us.

Then after we finally went back to sleep about an hour later another one of the owners' family members came rolling out of the carport and honked her horn on purpose as she was driving out to wake me and my girlfriend up again.

Seems very convenient that Alameda, a town with a population of only 79,000 people, is always experiencing some massive "emergency" (read: dispatchers watching youtube videos and giggling while eating donuts) whenever we call their non-emergency line to report a noise disturbance.

They've had a truck parked in their driveway since yesterday. They've been using our driveway without our permission for the past 24 hours to get around the obstruction they created in their own driveway instead of moving their truck out of the way and using their own driveway like they're supposed to.

The other day they were also playing music loudly from their unit #B, with bass turned up loud enough to cause neighboring buildings to vibrate. They had a bunch of guests over using their carport today, filling it way beyond its capacity. One of their guests even decided to do a little burn-out in their driveway as he was pulling out. I guess they also think this is Fast & Furious. Anyway, glad to know APD is still allowing this law breaking harassment to continue absolutely unabated for over a year straight. Thanks APD! You're the most worthless police department and the biggest embarrassment to law enforcement in United States history. Every last one of you is a c.l-o-w.n, none of you are cops. Complaint filed with non-emergency line. Rude and incompetent dispatcher gave me attitude and hung up on me halfway through my call before I could finish what I was saying. Rude and incompetent dispatcher "Karen" is one of the myriad thug dispatchers who works for APD and disrespects law abiding taxpayers on a daily basis. In addition to "Karen" there is also another thug named "Gonzalez" and one named "Shortino" or something like that. All three of them should be fired and publicly humiliated for the disgrace they've brought upon law enforcement in America.

I'll personally donate $2,000 to the campaign fund of any Alameda mayoral candidate who promises to fire these worthless thugs upon being elected. Fire them ,the chief, officer Cardona, Hosh Durani and the rest of these worthless thug losers. The entire city of Alameda is sick of dealing with these worthless loser cops

I just realized that I forgot to mention this in my initial report here: In addition to all of the other nuisances I've listed, the owners of 2614 Central Ave also regularly steal our compost bins. My landlord pays for 2 compost bins at our complex, and most of the time both of them are in the back of 2614 Central Ave. On several occasions I've seen the Vietnamese on-site laborer who works for the owners of 2614 Central Ave trespass onto the back of our property and drag our compost bins over to their property. They've done it numerous times. Right now they have one of our bins. The other is in the back of our complex. I'm at a complete loss as to what to do as APD refuse to enforce the law whenever I report any of these issues, whether it is the theft of our compost bins, the il.le.g.al use of our driveway, etc. They simply won't enforce anything. It's amazing to me that Alameda makes it so easy for people to commit so much crime, to steal so much from their neighbors and get away with such collossal amounts of unlawful behavior that normally wouldn't be permitted in any other city. Honestly APD, you're beyond a joke. Calling you a joke of a police department is an understatement. You're not even remotely a law enforcement agency. You're literally a bunch of parasites who sit around all day stuffing your faces with donuts and never doing your jobs. You do not serve this community, you only serve yourselves. Shame on every last one of you.

The tenants in #B once again have their dogs barking loudly in the carport of 2614 Central Ave, disturbing the peace and causing a nuisance to all of their neighbors. Once again, APD has done absolutely nothing to abate the ongoing nuisances and outright crimes being committed by this property's owners (e.g. trespassing on our property and stealing our compost bins from the back of our building, trespassing on our driveway and using it without owner's permission, obstructing other tenants in our building, etc)

The tenants in #B are now walking around yelling. The owner of the building was also upstairs standing on the catwalk yelling to the DUI Jeep driver earlier. Apparently they can't communicate face to face in a normal tone and have to yell at each other from a distance to hold a conversation, a trait unique to the degenerates who live in this building.

This morning I woke up to the eardrum-rupturing sound of deafeningly loud barking from the 3 dogs that are kept locked up in the tiny apartment of 2614 Central Ave #B 24/7. When I looked out my window, their doors and windows were closed. Apparently the dogs were barking/shrieking so loudly that you could hear them through two layers of closed double-pane windows, my neighbors' windows and my own windows - all of which were closed. Can only imagine how loud they are in there. Don't understand how these psychotic people can live like that. I live in a different building with double pane windows that Ikeep closed at all times to keep their noise out of my apartment and it's loud enough to wake me up while I'm sleeping with earplugs and a fan on. Incredible

As usual I extend my sincerest thanks to APD for ignoring this issue and refusing to cite the nuisance owners. Thanks APD for refusing to do your jobs and letting these degenerates abuse the entire neighborhood to their heart's content for over a year straight (actually more like 10 years, according to what my neighbor told me!)

Now the tenant in #F is idling and revving his excessively loud motorbike, which is likely fitted with an illegal exhaust system under CA law, creating a huge prolonged disturbance to the entire block

The DUI jeep driver and one of her sisters are outside this morning yelling. Loud enough to wake me up while I was sleeping with my windows closed. Last night they also had some kind of fire that filled our whole block with smoke. Remember how we had all those big fires last year and how the smoke swept through the whole bay area causing everyone to have trouble breathing, eyes watering etc? Well these people created that situation for everyone on our block last night. The smoke was so thick it penetrated into my apartment. We could smell it in our car last night when we got home with our windows rolled up. Glad to know APD are still letting these degenerates do whatever they want and terrorize our community

DUI Jeep driver is once again driving on a suspended license today. Glad to know APD is still ok with a person with a DUI/suspended license driving around our neighborhood every day for like 5 months since their arrest!

Forgot to add that the tenants in #F also created a disturbance last night around 2 AM. They were congregating outside their door in the carport driveway shouting. I saw some unknown vehicle pull in and an extremely intoxicated individual was escorted back into the apartment by the other people. They were stumbling all over the place. Then they sat out there for another 10 minutes shouting before leaving.

The barking episode was followed by a 15 minute long loud conversation between the property owner and her family member from unit #B downstairs, loud enough to be audible through closed double pane windows approximately 2 dozen feet away.

Are you the only neighbor who complains?

mongasb I'm not sure if anyone else is complaining currently. I do know that based on what my neighbor told me, every single tenant that has lived in my unit for the past 10 years complained about them. It might just be tenants who lived in my unit because of how it directly faces the owner's units. There's only one other unit that faces them directly like that, and it's currently occupied by an older gentleman who might suffer from impaired hearing and therefore doesn't hear their noise as much. The other tenants in my building are all older folks, and the other tenants who live in 2614 Central ave are pretty much all degenerates, so I doubt anyone else complains. Sadly I think I'm on my own over here.

Since the other tenants in my building are older their hearing probably isn't as sharp as mine. Most of the units in my building aren't directly lined up with the units of the various degenerates in 2614 Central, so they probably don't hear them nearly as loud as I do. With the exception of two of my neighbors, all the other units are tucked off to the side. There's the units in the front and most of their windows face away from 2614 Central. The unit in the back on the top floor likewise mostly faces away from them. My unit is unfortunately lined right up with theirs, most of my windows face their windows and doors, and there is no part of my apartment that is insulated from their noise.

I also forgot to update this issue last night. At around 2 AM last night the owner of 2614 Central stepped out of his apartment, loudly slamming some kind of metal object so hard that it woke me and my girlfriend up as we were sleeping with all the double pane windows in our unit closed before walking over to his truck and driving off. I'm not sure if he did it on purpose or not, he's actually one of the least noisy people in that building (most of the noise comes from his wife and her kids/grandkids - which includes the DUI jeep driver and her sisters), but it was a pretty loud and unnecessary disturbance nonetheless.

It is now 2:03 AM on Tuesday, June 4th, 2019. Me and my girlfriend just got woken up as we were sleeping in my bedroom with all the double pane windows in my unit firmly closed by the DUI jeep (license plate #8GMM646) driver blasting her subwoofers on maximum setting as she pulled into her family's carport at 2614 Central Ave. She then got out of her SUV and walked inside apartment #B. APD non-emergency line called twice. Both dispatchers rude and unhelpful, gave attitude and refused to take down additional information (the fact that the DUI jeep driver also has a DUI and a suspended license). Looking forward to APD letting this degenerate get away with it again

The owner of 2614 Central Ave parked his truck partially in our driveway. The rear end of his truck is now obstructing our driveway, forcing us to use their driveway to get in and out of our complex. Tried to report it to APD non-emergency but they're playing their "put everyone on hold because of an imaginary massive emergency in a tiny town of 79,000 people" game again today.

They also have yet another never-before-seen, sus.picious vehicle parked in their carport today. A dodge ram pickup. I don't know if they just happened to buy like 20 new cars this past month but its unlikely. Very strange.

I'm telling you there is something very fishy going on at this location. Literally 1-3 new cars in their carport every day for the past week.

My neighbor is very ill, and there have been many visitors. A chauffered limosines waiting outside while someone visited. Meals being brought for the family. Not necessarily anything illegal.

That's certainly possible, I just find it pretty suspicious. No one who I know lives there appears to be sick or dying. It's possible they just happen to have 30 family members visiting from out of town this week, but it's still pretty weird.

Also the owners of 2614 Central Ave have stolen our compost bins again. They took our other bin earlier this week, but we still had 1 compost bin left. Now they've gone and taken the last remaining compost bin.

He said he'll try to talk to them about the compost bin theft and other assorted problems. Given that this has gone on for such a long time I'm not sure if much will come out of this, but I'm glad to know that at least my landlord is aware of these problems (apparently has been for quite some years!) and is trying to do what he can to address the problem from his end.

This site is really really badly designed. I mean ***really** badly. I'm a developer and did web development for nearly 20 years as a hobbyist and 10 years professionally, and this is one of the worst sites I've ever seen. The code for these pages is absolutely riddled with amatuer mistakes even I wouldn't have made when I was like eleven years old still learning how to build websites using Notepad. You can't use regular innocuous non-profane english dictionary words because they'll set off some regular expression the developers of this site set up to block "offensive" words. This expression seems to ignore punctuation, so it interprets the abbreviated form of "he will" as the word for the underworld (h e double hockey sticks), which the developers of this site seem to think is too offensive to allow to be posted (even though that word is perfectly acceptable in most mainstream American media. Probably the developers of this site were some guys they outsourced from india where that word is considered taboo or something). You can't load attached videos because their embed code is all broken, so you have to right click on them and open them in a new tab. They recently also removed the search function and issue listing, replacing it with some broken map that only loads a fraction of the issues for your area, basically making 99% of the issues reported on the Alameda SCF inaccessible to Alamedans who visit this site. I mean to call this site badly designed is honestly an understatement. IT's a total abomination.

the best part is when I Try to report all these problems with their website to their tech support, they just get sent to some clueless script reader in an outsourced call center in bangalore, who just copies and pastes some canned response from a script he has and then ignores the problem. i doubt the developers even get the feedback ive submitted. even if they did though, they'd probably have no clue how to actually fix anything I've reported. They don't know how to code. It's evident just skimming through the source of these pages. So many mistakes it makes your head spin

Anyway, the owners family's dogs from #B are barking loudly again. They've cracked their door so we all had to listen to it this morning. There will probably be additional disturbances tonight. I left and stayed out as late as I could. Got home about an hour or so ago. It's now 2:04 AM. About 5 minutes ago, as my girlfriend and I were just getting to sleep, the DUI jeep driver returned. She was intentionally loud and repeatedly blipped her horn. She then proceeded to enter unit #B and called to her dogs, who erupted into a frenzied storm of eardrum-rupturing barking.

12:35 PM on June 8th, 2019. One of the occupants of #B opened their door and their dogs are now shrieking/barking loudly again. They're also revving up their new Dodge RAM pickup truck and honking the horn while idling its incredibly loud engine a few feet from my bedroom window

Got home about half an hour ago. Intentionally stayed out as late as possible so that hopefully by the time i'd get home, the DUI jeep driver and her degenerate family would be done with their noise and harassment and I could at least enjoy some peace until they wake back up again. It seems that we got back after they finished their daily party. There's cars parked drunkenly in random locations all over their carport, and one of their attendees was passed out on the ground in front of my neighbors door in our complex.

Hoping we can at least have some peace this Sunday, but I have a feeling that once they're all awake it will all start up again

That drunk guy who was passed out on the floor in our complex could have tried to enter my unit while we were away. Sad that our complex is completely unsecure and wide open to crime from 2614 central and their friends/family.

It is now 12:53 AM. Approximately 2 minutes ago, the DUI jeep driver returned to her family's complex at 2614 Central Ave after a long night of driving around on a suspended license. She repeatedly blipped her horn with her car alarm remote about 30-40 times. She also started whistling to wake up her dogs, who started barking as she opened the door to #B so she could use their bathroom before returning to her storage container.

I don't know what to do. My apartment was 98 degrees all night even with all my windows open and fans turned up. It was 76 degrees outside and dropped to about 65 by 3 AM. It remained 98 inside my unit. I have to keep my windows open or my girlfriend and I will literally die of heat stroke. But that also means we don't even have a layer of glass to protect us from the noise from the people at 2614 central. I guess that means we can just give up on sleeping altogether this next few months. Meanwhile still trying to find an apartment but everything below $2,000 in the east bay is an uninhabitable dump. all these apartments are crappy dingbats that are just waiting to fall apart in the next earthquake, with no sound insulation, nestled inbetween noisy buildings full of people, etc. seems like you have to be a millionaire just to be able to live decently out here (like Alameda police chief Paul Rolleri, for example, who lives in a cushy estate all the way out in Danville far away from all the problems he forces us to deal with here in Alameda every day)

She repeatedly armed and disarmed her car alarm, then walked inside #B and woke her dogs up on purpose to harass me. Then she began intentionally setting off her car alarm. She did it twice so far. I don't know how I put up with it either Martha. Last night was a nightmare. APD showed up but couldn't do anything since they were all quiet by the time they showed up.

They obtained it after APD leaked my private information to them because I made the mistake of filing a police report and giving them my contact info.

Remember, never EVER trust APD with your personal information. Never EVER file a police report with your actual contact information. Always remain anonymous, ALWAYS! Otherwise they WILL leak your personal information to malicious 3rd parties!

The owner's family are up in the front doing something now. DUI jeep driver just pulled out of their carport, the rest of them are congregating in front of the building. DUI jeep driver's sister was yelling something unintelligible.

I'm still in the process of looking for alternate housing as I don't want to keep living next to a bunch of people who hate me, even if they are quiet. There's also some problems with my unit that I'd rather not stick around and deal with. Landlord has been kind and helpful for the most part. He replied to my letter the other day and said he would send the owners of 2614 Central a letter about all the problems, but also noted that he doubts anything will change (I doubt it also, there's really not much either of us can do about the situation, but I appreciate the fact that he is at least trying to help)

Unfortunately the search for housing in Alameda is not going well at all. It seems that the average rent for a one bedroom apartment has climbed to around $1900-2000 and almost all the ones I've seen out here in that price range are just really awful. Yesterday my girlfriend and I went to check out this 1 bedroom apartment on the top floor of a converted victorian on the 2000 block of Central. The owner/on site manager assured us that the building was quiet. I asked her detailed questions about barking dogs, neighbors, etc. She said all was good. When we got to the unit, the bedroom wasnt even big enough to fit my mattress in it. The unit was probably around 400 square feet if even that much. It only had single pane windows. One of the neighbors started up her Fiat outside as we were in the unit and the engine noise almost caused my ears to bleed. The on-site manager apparently expects us to make 3x the rent in monthly income ($1925 x 3 = $5775). I don't know who in their right mind who makes almost 6 grand a month would live in a 400 square foot box with no sound insulation... I don't make anywhere near that much and if I did I'd be renting a private home, not an apartment. Seems a lot of the landlords/property managers out here are just totally out of touch with reality if they really think someone who makes that much would actually pay 1925 a month to live in a place like that. As we were leaving I heard some dogs in one of the neighboring backyards erupt into a frenzy of barking. Needless to say I don't trust these landlords and property managers out here who lie to people and claim their properties are quiet and nice when they're unhabitable noisy dumps.

Anyway. hoping something good turns up soon. Sadly it's not looking too optimistic, because it seems like all the affordable housing in alameda is pure garbage of a higher order. Sadly it looks like I was right when I said the harassment probably wasn't over yet! The DUI jeep driver woke us up this morning at around 7:47 AM blasting her music again. It's amazing that they just keep doing this stuff and keep provoking me. They get upset when I call police on them and yet they keep provoking me to do it. It's like, if they really don't want police being called, you'd think they'd learn not to harass us anymore. But nope. Still harassing us. What a bunch of degenerates.

It really boggles my mind that this city government does absolutely nothing to help citizens dealing with this sort of stuff. Let's make it official and stop misleading people into believing the myth of law and order in Alameda. There are no laws enforced here period

One of the DUI jeep driver's younger sisters parked her Infiniti SUV in their driveway today. That means anyone coming in or out of their complex is going to trespass on our property and use our driveway with out our landlord's permission today to get around her Infiniti SUV. Amazing how APD won't even cite them for trespassing, let alone all the harassment they do, stealing our compost bins every week, etc. You'd think they'd get in trouble for breaking so many laws every day, but nope, not here in Alameda. Here in Alameda criminals get a free pass to break the law.

it must be really nice for the people who live at 2614 Central ave to be able to live for free since their family owns the building and doesn't pay rent on it. The other tenants that live there basically pay the rent for them and cover their property taxes. None of them work or go to school. It must be nice sitting at home all day, every day, watching tv and playing video games, smoking pot and not doing anything productive while harassing your neighbors every single day for over a year straight (Actually more like 10 years, based on what one of my neighbors told me). How nice it must be to have no commitments or responsibilities whatsoever, and get to live for free driving 5 different SUVs around, buying 3 new cars every other month, etc. Must be really nice being above the law as well.

Last night at around 1:45 AM, my girlfriend and I were woken up by pounding bass emanating from the DUI jeep driver's Jeep as she rolled into her family's carport after yet another long night of driving around on a suspended license, with all of our double pane windows closed. Harassment still continuing strong & steady. Also at around midnight, someone in their complex also repeatedly slammed some kind of extremely loud metal object against something 3 times. Sounded like a construction crew dropping a giant steel beam on the ground. We were woken up twice last night by various harassment tactics from the family members of the owners of 2614 Central Ave.

They're now once again using our driveway without our permission to go around her SUV blocking their own driveway. Again: they're too entitled and incompetent to move their own vehicles out of the way and use their own driveway, so they i.l.l.e.g.a.l.l.y use our driveway to go around it instead.

Dogs in #B still barking multiple times a day, every day, including at odd hours of the night. Lately they've been barking loudly in the middle of the night between the hours of 11 PM and 3 AM when the DUI jeep driver comes home. She's been walking into the unit at night waking up the dogs, who begin barking and then wake everyone else in our neighborhood up. Thanks for ignoring this issue for over a year straight APD/Alameda city govt. Thanks for showing the world that we can't count on you to enforce even the most rudimentary of laws.

Yesterday they were throwing a big party as usual. When I got home from work they had like 50 people in their apartment. They were still being noisy at around 9:30 PM so I decided to leave my complex with my girlfriend. We didn't get back until around 2 AM in an effort to work our schedule around their noise.

This morning (Saturday, June 22nd 2019), we were woken up approximately 4 times by the owners of 2614 central and their various family members and other tenants.

The black 2004 Infiniti QX56 SUV (license plate #7CQL484) (DUI jeep driver's sister) woke us up blasting her music several times between the hours of 8 AM and 12 PM. The tenant in #F also woke us up by loudly revving up his motorbike before taking it on a 60mph joyride around our otherwise quiet residential neighborhood. We were also woken up by barking dogs from unit #B.

The owners of 2614 Central Ave threw yet another massive party/BBQ yesterday. for the second day in a row. It was so loud that we were forced to leave my apartment again. Ended up staying out until around 2 AM again. When we got home we saw that they had even tossed a bunch of their trash over our fence into our complex's carport. They also blocked off their own driveway again and were using our driveway and carport as an extended space for their guests without our landlord's permission once again.

Monday, June 24th, 2019, 12:16 AM. Just got home. I saw earlier today that they were gathering in preparation for yet another party, so I left my apartment before they turned our complex into a living nightmare of noise. Evidently they still aren't quite done with their party. As always, they've converted one of their carport parking spaces into a space for their party, and blocked off their driveway with their truck, using our driveway as an i.l.l.e.g.al extension of their own. They are now in their unit with their door open yelling loudly.

Continued barking from the dogs in #B. they also have yet another new suspicious never-before-seen vehicle in their carport, black BMW.

My neighbors have a dog with separation anxiety. They've gone on vacation and the dog is inside. Of course it's summer and I have my windows open. Dog barking is nonstop.

It is unacceptable to me that Alameda county has a very clear and specific ordinance against barking dogs, and yet we are completely powerless to have this ordinance enforced when we are plagued by incessant barking. Likewise, the county has very clear and specific ordinances against loud noise in residential areas, and includes decibel limits for both daytime and nighttime noise. We are likewise powerless to have this ordinance actually enforced when our neighborhoods are victimized by noise polluting neighbors. It really makes you question, what is even the point of having these ordinances, if our city government outright refuses to enforce them? What is the point of having animal services if they can only cite owners if they personally witness the barking? What's the point of that if their schedule is limited to only a few hours a week and they can't possibly be around to witness it? What's the city's reasoning for their refusal to accept video footage as evidence? It really amazes me what a worthless government we have in this town.

I wonder, has alameda animal services actually even ever cited ANYONE on this island, EVER, in the entire history of their existence, for violation of local noise ordinance? I wouldn't be surprised if no one has ever actually even been cited and that law has never even been enforced once on this island in its entire history.

What these people are doing is an open and blatant violation of Alameda county ordinance sections § 5.08.060 and § 6.60.050. It's very convenient for them that Alameda is one of the only cities in the entire county that doesn't actually enforce these laws.

The tenants from 2614 Central AVe once again blocked off their driveway with their toyota corolla, and have been trespassing on our property's driveway without our landlord's permission to go around it once again

They do this every day and they get away with it because Alameda Police refuse to enforce the law and seem to really enjoy letting lawbreakers get away with breaking the law.

The owner of 2614 Central Ave has one again blocked off his driveway with his brand new Dodge pickup truck. They've been trespas.s.ing on our driveway next to it to get around it all day, without our landlord's permission and in open violation of the law , creating a dangerous collision hazard for tenants in my building coming out of our carport (they could swerve out from behind the fence into our driveway and cause an accident at any time). Sunday, June 30th, 2019, ~ 8:20 AM. I was just woken up while sleeping in my bed with all of the double-pane windows in my unit tightly closed by loud shouting from the tenants in 2614 Central Ave #F (Lower rear unit). They have continued the shouting for the past ~22 minutes (now 8:42 AM)

I barely slept last night as I got home late last night. I am forced to stay out and stay up late at night in order to work my schedule around the constant screaming, partying, and dog barking at 2614 central ave. Unfortunately thanks to these guys I also can't get any sleep in the morning either.

An unknown green pickup truck that I've never seen before just pulled into the carport of 2614 Central Ave. They i.l.le.g.a.l.l.y trespassed on our property's driveway to go around the owner of 2614 Central's truck in their driveway. This is probably the 50th unknown and never before seen vehicle I've seen roll into their carport in the past month.

The owner of 2614 Central Ave finally moved his black pickup trick out of their driveway. A few minutes later, an unknown and never-before-seen white nissan truck pulled into the driveway of 2614 Central Ave and took his place, blocking off their driveway once again. I guess they plan on just continuing to use our driveway without our landlord's permission indefinitely. Interesting how alameda is the only city in America where its' legal to use someone else's private property for your own personal use without their permission!

More loud, piercing barking from the 3 dogs from 2614 Central Ave #B today. I peaked out my window when they started their barking frenzy, the oldest tenant of #B and her daughter were outside and made eye contact with me and started laughing, presumably because they think it's hilarious that they're disturbing everyone's peace around here and breaking the law.

Tuesday, July 9th, 2019. More loud barking from the dogs in #B

Just a quick update. Yesterday we finally got our compost bin back. I'm assuming that ACI must have found it in the back of 2614 Central Ave again and dragged it back to our complex where it belongs. I have snapped a few photos of the compost bin on our property as I have a feeling that the owners of 2614 Central Ave are going to steal it again soon. Thursday, July 11th, 2019. There was yet another loud and prolonged episode of piercing, double-pane-window-penetrating shrill barking from the various dogs at 2614 Central Ave #B. Also, earlier today they blocked off their driveway once again with their other Toyota Corolla, and trespassed several times on our driveway without our landlord's permission to get around it. Guess APD is still not enforcing trespassing laws here either, in addition to refusing to enforce the noise ordinance, health code, etc.

Also as a periodic reminder, please listen to the videos I upload here with earphones and high volume in order to hear it in as close to the volume and quality that it was heard in in real life as possible. Computer speakers without proper bass/subwoofers do not do the audio justice. It is so much louder in real life!

As I was leaving my apartment for work, I saw and heard the mother of the DUI jeep driver (driver of the other grey jeep cherokee SUV) roll into her family's carport at 2614 Central Ave loudly blasting her music on the maximum setting intentionally to scare her dogs into a frenzy of piercing, shrill barking. I was woken up while trying to sleep in on one of the only 2 days I get during the entire week that I actually have a tiny chance of getting a normal night's sleep with my double pane windows closed by the sound of the DUI jeep driver (license plate #8GMM646) rolling out of her family's carport loudly blasting her music and scaring her dogs into yet another frenzy of piercing, shrill barking. They intentionally keep their apartment door cracked so that when drives by playing her music loud, her dogs get startled and start barking so we can all hear it loud and clear. Sadly I wasn't able to catch the disturbance on video this time.

This is part of a systematic campaign of intentional targeted harassment the tenants/owners of 2614 Central Ave have been waging against me and my girlfriend for over a year now. This has been happening every day, multiple times a day, since April of 2018.

Thanks for letting this continue daily with impunity APD! Glad to know I can always count on you not to do ANYTHING and let criminals do whatever they want to our community.

Saturday, July 13th, 2019, approximately 11:56 AM. the grey jeep cherokee driver returned to their family's carport at 2614 Central Ave with loud music blaring, which startled their dogs into yet another frenzy of barking. This is the second barking episode this morning so far. Then, the DUI jeep driver's mother and her younger sister stepped out of their unit in #B and released their dogs into their carport without leashes as part of their daily 5 minute poop break (this is the closest thing these dogs experience to actually being taken on a proper walk in their whole life). The dogs continued barking loudly, with seemingly no attempts by them to silence them even though AAS ordered them to purchase a bark control device and cease & desist all the way last year. In this video, you can even see them make eye contact with me while I record them disturbing the peace and breaking the law, illustrating that they're well aware of what a nuisance they're causing us and still don't care.

Sunday, July 14th, 2019. The unknown green pickup truck has been stopping by at 2614 Central Ave periodically since the first time I saw it. Today it's once again parked in the driveway of 2614 Central Ave, completely blocking off the driveway. The owners and tenants of 2614 Central Ave are once again i.l.l.e.g.a.l.l.y. trespassing on our complex's driveway - without our landlord's permission and after being explicitly told to stop coming on our property - in order to get around the artificial obstruction that they themselves create in their own driveway.

Monday, July 16th, 11:17 AM. The on-site laborer at 2614 Central Ave is now running a loud leafblower a few dozen feet from my bedroom window. Haven't been able to go back to sleep since they woke me up for the second time at 10:17.

The tenants in 2614 Central Ave #F kept me awake until 5 AM last night. Then woke me up again at 8 AM, then again at 10:17 AM. Now I have a leafblower outside my window at 11:19 AM. There isn't really even any leaves in their driveway. They're just having him do this to make sure I don't get any sleep.

These people literally will not let you sleep, they will not let you live.

Sunday, July 21st 2019. Dogs in 2614 Central Ave #B are once again barking loudly. They've been barking sporadically all afternoon. The tenants in #B are keeping their door open so we all have to listen to it. Again.

This has been happening every single day, multiple times a day, for over a year straight.

More loud barking from dogs in #B continued throughout the day. DUI jeep driver's mother returned home and opened the door to #B to a frenzy of her dog's barking. She kept the door open as they continued barking for the next 20 minutes

The owner was also standing outside her daughter/grandaughter's bedroom window and yelling to her inside. yelling was so loud could hear it in my apartment with all double pane windows closed. Apparently she's too lazy to even walk 6 feet into her own apartment and talk to her family inside her own unit, she had to stand outside (literally like 3 feet away from her front door) yelling to someone inside the bedroom through the window

I thought you were going to find another place to live once your lease is up. Summer is the best time to find a place because people are shifting around after the school year. You would be so much happier living somewhere else.

I am still looking Martha. Sadly the housing situation out here right now is extremely grim. Everything below $2,000 seems to be an utter dump. You'd be horrified by some of the places I've viewed lately. Like 400 square foot prison cells where you have to be some kind of yoga expert just to fit your body through the narrow passageways, with no insulation, severely outdated appliances, single pane windows right next door to some noisy area and these landlords demand that your monthly income be at least 3x the rent. It's insane. I don't know who in their right mind who even makes that kind of money would even consider renting a place like that. They all seem to be next door to some noisy neighbors with basketball hoops in their yards, loud vehicles, commercial properties like bars and liquor stores, etc. Seems like its impossible to find a quiet, affordable and habitable place out here anymore. Everything in my price range is some kind of g-dforsaken dump

Was viewing a place a few weeks ago where the landlord was asking $1950 a month. Their minimum monthly income requirement was 3x the monthly rent ($5,850). The apartment itself was some dilapidated unit in what used to be a single family victorian that was (poorly) subdivived by some greedy landlord sometime in the past century. The place looked ancient, with one of those ancient, tiny little gas stoves that looks like it had been torn out of a 1950s Winebago. The fridge was also tiny. You had to s.u.c.k your ribcage in in order to fit through the doorway to the bathroom because of how tightly everything was packed in there. The unit had single pane windows. The landlord also lied when I asked her if the place was noisy. She told me it was quiet, and I even asked her specific questions like if there was barking dogs. When we got there one of the neighbors started up her Fiat outside and it sounded like a symphony of 700 leafblowers all going off at the same time. The vehicle did not sound healthy at all. Then as we were leaving we heard one of the neighbors dogs start barking in one of the backyards where the unit's windows faced. Needless to say I never called that person back again. That is the grim reality of the housing situation in Alameda now. Bunch of greedy landlords trying to rent out 3rd world s---holes for premium prices.

Your building isn't exactly Architectural Digest from what I can tell. I think of these older buildings as having charm, and once my trust fund kicks in I will upgrade to utter perfection. This has to be taking a toll on your sanity.

No my current building is a dilapidated dingbat with a completely FUBAR roof, the fence has been heavily damaged by family members of the owners of 2614 Central Ave roughhousing in their carport, we have random transients showing up on our property passing out in front of our doors, we have the people from 2614 Central Ave literally trespassing on our driveway every day, occasionally trespassing onto the back of our property to steal our compost bins, we have other unknown people coming onto the property periodically to steal recyclables and whatever else they might find back there. Landlord doesn't even live in the same county so he's never around to see all of this stuff happening and do anything about it. The dingbat is not seismically safe and will probably collapse in the next big quake and flatten like a pancake. it's a total dump but so is everything else in my price range. seems like in order to live in whatever scarce decent housing is available in Alameda, you have to be some kind of millionaire who makes over 10 grand a month. And that's just for a place that barely passes the requirements habitability. If you want a place that's actually nice around here you'll likely need an income of at least 20 grand a month.

I am honestly horrified. I never realized Alameda was such a horrifically awful city. It always struck me as a nice and quiet suburb. I guess it just comes to show that you can't judge a book by it's cover. I moved here thinking it was a nice quiet peaceful little town only to discover that it's one of the worst dumps in the entire bay area. Hopefully others considering moving here find this post and think twice about it.

Alameda has a wide variety of housing. There is a lot of corporate run housing with at market rents, but there are lots of units that are Mom and Pops. You have a lot more variety in housing and pricing in the M&P. I know people that strive to keep rents low just to keep a quality tenant. Laws are heavily in favor of a renter if they stop paying, so landlords are really appreciative of a tenant that pays consistently. Keep looking. Offer your credit report. I don't think you can expect constant silence in a town of almost 80,000 people. I live in a single family house and there is lots of neighbor noise overflow. Lots. This issue is consuming you. You need to live elsewhere even if it's not perfect.

Martha, I grew up in San Francisco, a city with a population of roughly 800,000 to 1,000,000. I spent most of my life living on the corner of a busy main street in the city, right next to a MUNI train line. Across the street from my apartment building was a liquor store, a restaurant, a barber shop, and a pet shop. There was a MUNI stop just down the block from me. My block was surrounded by apartment complexes. My building was nestled inbetween a row of similar apartment buildings.

Throughout the over two decades that I spent living there, in a city of at least 800,000 people, I never experienced anywhere near the level of extreme noise that I've experienced here in Alameda, a city with only about 9% of SF's population.

On my block we never had to listen to anyone's dogs barking loudly every day. We certainly couldn't hear much when we closed our single pane windows. We'd hear the train pass the building and it would shake a little, but we were used to that noise. It was nowhere near as bad as it is here.

Loud rap music was heard being blasted down my street maybe a couple times a year. It wasn't a daily thing. Dog barking was rare. Loud screaming kids and barbecues were pretty much nonexistent in my neighborhood. SF, a city with a population of almost a million people, and it was quieter there than here in Alameda.

I lived there most of my life. Now I came here to get away from the hustle and bustle of the city and enjoy some quiet suburban living. Instead I discover an environment that is even noisier and more crime-ridden than the environment I grew up in in San Francisco, living in a low-income section 8 apartment building next to a MUNI train line.

I'm not even slightly exaggerating.

So to all the people claiming that the noise in Alameda is normal for a city of its size. its straight-up not. I I grew up in San Francisco, a city with a population that's over 10 times larger than Alameda's, and it was at least 10 times more quiet there. Also, SFPD would actually take noise complaints seriously and they'd action offenders, unlike Alameda where offenders are NEVER cited, EVER.

Sadly I can't even afford to live in SF anymore, but its just absurd to even think that SF is actually more quiet and has better law enforcement than Alameda

Martha, I am definitely not oversensitized to noise as I was able to cope with living in San Francisco for over two decades. Alameda is just an objectively noisy and bad city. I'm not the one who's oversensitive, Alameda is just that bad.

People move to a place like Alameda so they can have a more interesting and varied life than being crammed into a super expensive apartment. I made a list of all the noises that I'm subject to, a long list, and I realized that living in my own house, I'm subject to even more noise than you, a fed up apartment resident. You would go bonkers.

Alameda appears much more suburban and quiet than the city but its not... I moved here because I bought into that image of Alameda as this safe and quiet east bay suburb. They have so many posts on sites like citydata touting it as such. Perhaps it was like that a few decades ago but it definitely doesn't seem that way anymore.

Thursday, July 25th 2019. As I arrived home from work, the owner of 2614 Central Ave also arrived in his brand new Dodge pickup truck. Once again he parked the truck in his driveway, completely blocking off his driveway, so now his tenants and family members are once again using our driveway without our landlord's permission to get around the obstruction they created in their own driveway and creating a collision hazard for tenants in my building coming out of our carport, who now have to risk getting swiped by one of their vehicles when it shoots out into our driveway from behind the fence.

I bet that's a fire lane. Is there room for a fire truck to get past the truck?

I don't know if a fire truck could get through there. It's kind of a tight fit. They have to swing into our driveway to go around the truck but im not sure if there's enough clearance for a big truck like that to make it in. Either way, they're using our driveway without permission from our landlord to go around vehicles they park in their own driveway without any regard for other tenants in their building, tenants in our building or private property rights. What they're doing is trespassing, it's against the law. Unfortunately the city government just doesn't care because we have one of the most corrupt and worthless governments of any city in the entire state of California and possibly the entire United States.

Wouldn't it be ironic if a fire truck couldn't get past the truck to put out a fire on their property? From your pictures I don't think it could get by.

Martha I've actually considered parking a vehicle in our driveway right next to his to see how he and his family reacts. Apparently they seem to think they're entitled to use our driveway. I have a feeling that they would get very angry and try to pick a fight with me if I park a vehicle in our driveway next to theirs making it impossible for them to get around their vehicle to get into their carport. They'll be forced to move their truck out of the way. I have a feeling that they'd approach me and start chewing me out for using my own driveway. I wish my landlord would just extend the fence to the sidewalk so they can't do this anymore. We have a very clear "no trespassing" sign posted on the front of our property as well, apparently it doesn't mean anything to the owner of 2614 Central Ave

I can't believe he's only had that truck for like a month and the rear end is already covered in filth and scratches. Guess the guy cares as much about taking care of his truck as he does following laws.

Also made another attempt at reporting the constant trespassing and abuse of our driveway without our landlord's permission by our neighbors to APD, but the rude and incompetent dispatcher was giving me attitude again and ultimately refused to take the call because she was demanding my contact information.

Given APD's history of abusing my personal information and divulging it to malicious third parties for the purposes of harassment and stalking (APD gave all my personal info out to my neighbors so they can use it to harass and stalk me after I filed a confidential police report against them with my contact details), I did not provide her with my information and she subsequently refused to take the call.

What a wonderful city we live in where people get a free pass to break the law, trespass and abuse other people's private property as if it belongs to them.

Haha! I also thought about your parking your vehicle in a similar, thoughtless way and how it would certainly irk them. Funny how people think behavior is okay if they are doing it, but not others. I'm not brave enough to do that kind of confrontation. As I previously mentioned, I had serious retaliation from someone in my apartment building when I reported their behavior. My blood pressure rises just from thinking about it. Still, what a ninny to block a fire lane on his own property.

Yup and they're doing it again today.

Saturday July 27th 2019. Where should I start? This morning at 5:55 AM the tenant in the downstairs rear unit of 2614 Central Ave came out and started up his extremely loud motorcycle. He kept repeatedly revving his engine for about 5-10 minutes before speeding off on Central. Judging by the sound of his engine, I estimate that he sped out of the complex onto Central Ave at somewhere around 50 or 60 miles per hour (well in excess of the posted 25 mph speed limit). Needless to say, his little morning stunt/joyride woke me up as I was sleeping with my double pane windows closed. Took me about 20 minutes to go back to sleep.

Then about half an hour ago, around 2:00 PM, the mother of the DUI jeep driver and her husband/boyfriend showed up in their other daughter's corolla. I could tell they were here because I heard pumping bass from their stereo outside. Then they opened their doors and had their dogs continuously bark for like 10-20 minutes. Their shrill, piercing barking penetrated clear through all my double pane windows and gave me a migraine.

Now one of their tenants has parked yet another vehicle in their driveway and has blocked it off again. They're continuing to use our driveway without our landlord's permission to go around their vehicles for the third day in a row now.
