I spend hours every year cleaning the alley. Asplundh has left tree cuttings in the alley on multiple occasions. Perhaps start by requiring your contractors to do their jobs before putting the responsibility on the homeowners. I’ve done everything I possibly can, now it’s up to you to actually fix the issue. It has been 16 months since the first request and nothing has changed.
