What doesn't this person take the issue to the manager/owner and ask them to remedy the situation? It's the manager/owner's responsibility to post "No Parking Anytime" signs. Not the city's. Most of these tenants/visitors think they can do as they please because of the rent they pay. Or they just don't know how to read or read english.

PD can't enforce the fire zone until the red/white posted signs are erected. Does Code Enforcement have any influence with apartment management for this or can this be assigned to the fire department?? Thanks!
