Punctured my tire so I cut a rod out but still NOT safe & in need of repair!

This has NOT been FIXED just because I cut OFF the prominent wires (STEEL BARBED WIRES) that were sticking up and out that PUNCTURED TWO of my tires! The City hasn’t filled nor done ANYTHING to repair the alleyway concerning this request and MY PROPERTY TAXES are FULLY paid to date!

PLEASE fix this issue and not claim a repair has been made just because a property owner has tried to minimize steel barbs removal as many as possible to STOP 🛑 them from STABBING their tires as they either drive through the alley and/or enter and/or exit their garage!?
