I will forward this information to the officers that regularly patrol this area. It would also be helpful, in an attempt to resolve this problem, if you would continue to report the noise while it is occurring by calling the combined communications center at 955-1818.
Under the noise ordinance, the responding officer needs to be able to hear the noise 200 feet away from the source in order to take action. Sometimes in an apartment setting this is difficult. If someone is willing to be the "complainant" regarding the noise disturbing them than the officer can issued a warning and/or citation based on the "complainant's" testimony. The "complainant" would also be the person that signed the noise warning and/or citation.
