Fencing is addressed in Section 4.109 of the Land Development Code (you can find the document on the Town's website under the Development Service Department and then click Planning). Your lot is zoned SF-43. In SF-43 a side fence/wall may not exceed 3' within the front 40' of the lot adjacent to the road. It appears your lot is behind another parcel and does not front directly onto 158th St., so that rule would not apply to you, but would apply to the parcel in front of your lot to the west. Therefore, a fence along your entire northern property line may be a maximum of 8' in height. A fence/wall may be located directly on the property line if your neighbor agrees (a standard symmetrical footer would extend into their property by a foot or two). If your neighbor does not want the property line split, you may locate the face of the block on the property line using an asymmetrical footer in order to not cross the property line. A permit is required for any wall over 3' in height. The front Engineering Counter has typical wall details that you may be able to use for the permit application.
