Surrey is growing rapidly and there is a lot of high density commercial and residential construction taking place. There are times when construction must take place outside normal working hours to minimize disruption to the public using the roads or to complete the City project as quickly as possible. The City works with the construction companies to notify local residents and schedule noisy work during the daylight hours. Unfortunately, some work simply cannot be re-scheduled and must be completed. In these instances, Noise Permits are issued with conditions. Depending on feedback from the public, the conditions can be altered to minimize noise further, but each situation is reviewed independently. Noise by-law prohibits noise prior to 7:00 am. If permit granted it should be a one off circumstance. Not every day. People need to sleep to be able to work. By laws... Do something!

Noise

Noise is defined by the City of Surrey's Noise Control By-law, 1982, No. 7044 as any sound in or on a public or private place which disturbs or tends to disturb the rest, enjoyment, comfort or convenience of any person or persons in the neighbourhood or vicinity. Such sounds can include loud music, animal noises (including barking dogs), street vendors or alarms.

Enforcement procedures:

Once a complaint is received, a By-law Enforcement Officer:

Conducts an inspection
Works with the property owner to reduce the noise levels to an acceptable standard or eliminate the noise entirely
Construction noise

Construction Noise is defined as constructing, erecting, reconstructing, altering, repairing or demolishing any building, structure or thing or excavating or filling in land which disturbs the quiet, peace, rest, enjoyment, comfort or convenience of the neighbourhood or of persons in the vicinity.

Construction Noise is permitted between 7:00am and 10:00pm, Monday through Saturday, including statutory holidays. No construction for profit or gain is permitted on Sunday. This means property owners can do construction work on Sunday on their own property, but cannot hire any trades to do construction work on a Sunday.

Construction in the chimney hill area (74 a ave & 148 st)Surrey is still going on at 9.30 pm , very noisy and disruptive

Today July 13/2020/ 5:45 AM, @ Fraser Highway intersection towards 64th Ave, the road paving construction crew was very noisy and annoying with heavy machinery waking up the entire neighborhood. We got out and told them to stop making noise until 7:00 AM. We also have them recorded on video/audio. This isn't the only time we have had noise issues with them. On Saturday July 11, 2020, there have being making noise past 10:00 PM.
