When it is input as Catch Basin cleaning, the the ticket disappears and opens online as a private issue.

What is the net result, CB, of the scenario you present?

The result is that after I put in a ticket after the snow storm in March the ticket opens a a private issue and no longer available for public view.

There is no catch basin in this photo. According to our crews, the catch basin lies about 15 feet to the left of the photo, and has been checked, cleaned, and is taking water as previously mentioned. The result of pooling water is due to the grading of the street, and NOT a WPCA issue.

They were notified. Someone from there assigned it to me, according to the comments.

But were they notified that the issue is about street grading and not a catch basin issue? In other words, were they notified that the ball was back in their court?
