Description
Public boat launch parking lot. These motor homes and the long, green bus have been in this area for quite some time. Recently, the green bus has been parking in the area overnight, and homeless activity has increased. The security team that patrols the parking area and locks the gate so no one can park here overnight has done nothing. Why? This is not a good look for our waterfront property.

I already have a call into Allison with parking, and have been documenting their stay over the last few days and nights. Hopefully I’ll be able to discuss it with her and the lack enforcement of that lot on Monday or Tuesday. I also want to see what kind of receipts they have for all the paid parking. If we do have enforcement they don’t have the courage to approach these people and give them a ticket. In fact I saw SP+ security lock the gate and leave everybody in the lot.
And tonight I will be calling the number that Allison gave me for security when needed. Here it is I encourage you and anyone else to call. tel:(800) 400-1110.

Good Morning,
Lot M is enforced by the City's third party enforcement contractor, SP+, and managed by the Vallejo Police Department's Traffic Division, as part of our Downtown parking program. Payment is required, but as payments are made digitally via a pay station, website, or smartphone app, and enforcement is electronic, there is no requirement to display any permit, so you likely will not see one. RV's are welcome to park a maximum of 24 hours, and should they park longer, they will be cited. Camping is not permitted in any City lot, which will also be enforced.
Thank you,
Allison

Hi there,
We cannot release information in regards to vehicle citations for privacy and legal reasons. Over sized vehicles may *park* in Lot M for 24 hours, but *camping* is not allowed in any lot. You can park your vehicle there, but you can't stay and sleep. If you do see that happening, you can also contact our 24/7 security dispatch at (800) 400-1110 and let them know, and they will have them move along.
Additionally, "Downtown" payments are valid in any of our "Downtown" lots, so you can pay the fee, and park in any Downtown lot throughout the valid hourly, daily, or monthly time and fee paid. So, you can pay in Lot G, and park in M, J, I, etc. Payment is required Monday through Friday 9 a.m. through 6 p.m. in the Downtown lots, but Waterfront lots require payment 24/7/365. Enforcement still enforces parking violations on the weekends, even if payment isn't required on those days. So, vehicles may park for free on the weekends, in Downtown lots, yes, but they still need to follow the rules, and parking enforcement is on duty.
Hopefully that clears it up, but if not, feel free to call me to further discuss.

Additionally if you go to the parking lot and read the signage as you drive in it says absolutely no camping anytime. I posted exactly what Allison said from a previous issue, and it conflicts with what is posted in the lot. Additionally if you go to the parking lot and read the signage as you drive in, it states no camping whatsoever at any time. It’s one thing to launch your boat and pay for parking of your RV for the 24 hour limit, it’s another thing to not pay, pollute the parking lot and stay for six days 24 hours a day. Again this is about the parking enforcement not whether they are homeless or a legitimately perked RV.

Hi All,
I apologize for the delay; I've been out sick. Thank you for bringing forward your questions and concerns surrounding Lot M. The City is aware of these concerns, and is actively working to address them in a comprehensive manner, utilizing the resources of the Vallejo Police Department, parking enforcement, and security, collectively, and as appropriate within their designated roles. Please allow us some time to adequately address the concerns, as there are certain laws and procedures we do need to follow in order to address certain specific issues.
To reiterate, parking an over-sized vehicle is permitted in Lot M for a 24-hour period of time (with payment), however camping is not permitted at any time. If I've missed any of your questions, please let me know and I'm happy to answer.
Thank you,
Allison

Hi Sharon,
We might be talking about two different locations here. For a vehicle parked in a free, time-limited lot, such as Lot E, near Marina Vista Dental, a valid placard enables the vehicle to be parked for periods of time longer than the posted time-limit, without penalty, under the California Vehicle Code. Vehicles parked in paid lots are required to pay for parking, regardless of whether a placard is displayed or not. Camping is not permitted under any circumstances, in any lot, placard or no placard.
Thank you,
Allison

That bus leaked out about 4 quarts of oil in the lot. Environmental hazard or a joke? Your weak sauce postings will not prevent the rest of us from reporting this type of blight and blatant disregard of the law.
