remove and replace a dead 18'' maple - within 90 days

Hi there, this tree keeps dropping bark all over the sidewalk and road. It’s a walkway to thunder hill elementary. A branch fell this week and almost hit a car and blocked one side of the road. Am afraid someone is going to get injured. Hoping it can be done sooner than later. It looks like it’s been dead for years. Thank you for any assistance you can give.
