  You will need to contact a licensed towing company, who will provide and process an abandoned vehicle form. This form can authorize towing in lieu of a title. Zoning Enforcement does not remove vehicles. I suggest you call around and focus on the larger towing companies, who are more likely to be willing to process the forms.

  To see if he has an Abandoned Vehicle Form.
  He does how for our county.
