Unfortunately unless an Administrative Order (such as Potentially Dangerous Order or Dangerous Order) is in place for an animal we cannot dictate how someone accomplishes keeping their pet confined to their properly unless specified in the code. We will work to address the issue of the animal running at large and encourage you to file an affidavit of complaint for any violations you've witnessed so we can take enforcement action based on your witnessing a violation.
