We apologize for the delayed response to this request. The former ROW inspector retired and this request was stuck in his mailbox. To answer your question, this was a private Utility company upgrading their utilities. If their work was on private property, it would have to be brought up to the contractor, in this case DTE/ CORBY, that was doing the work. If it is in the public right-of-way, the City can help resolve issues. Please note that any plantings other than grass or low laying shrubs planted without a License Agreement within the right-of-way can be removed and are not subject to replacement. The right-of-way appears to be approximately 10' behind the curb in this area.
