Per our Traffic Signal Engineer: I checked the history report of how long the green arrow stayed on (cycle-by-cycle) for the JCHS drop off period Friday morning. The report shows that the signal consistently stayed green for at least 30 every cycle. This is adequate time to clear the turn pocket. We can not increase the left turn green arrow time because the JCHS parking lot does not have adequate receiving capacity to accommodate the amount of vehicles that more than 30 seconds of green arrow time will provide.
The reason that traffic is backing up on State Bridge is not because the left turn pocket is backing up on to the State Bridge through lanes, it may be because the signal is operating not in-sync with the adjacent traffic signals and the State Bridge through movements are being interrupted more often with variable green time. This is necessary in order to bring up the left turn movement more often so the left turn pocket does not spill out on to the main street.
I will continue to look and make adjustments/improvements to this traffic signal as necessary.
