Yes, I actually believe someone has to end up seriously injured or worse for that light to be fixed. I live right over there and people are awful, they let no one make a left and they let no one cross. When that light is out there needs to be someone directing traffic, especially during the week.

I believe NYSDMV regulations state that at a non-working (NO lights flashing) traffic control device that ALL MUST treat it as a '4-way stop' with those normal regulations, otherwise it goes by the 'flashing color' pattern - 'red' stops 'yellow' proceed with caution - stop for pedestrians in a marked crosswalk. I could be wrong, but I don't think so.

one side flashes yellow, one side flashes red and no one pays ANY attention, not to the lights, not to the people, not to anything but where they have to go.

Drivers with the 'red' light are REQUIRED to stop then go, The 'yellow' light CAN continue but must be cautious of opposing traffic. Has the intersection been 'fixed' yet by Traffic Engineering? Has Bill T been informed?
