Did you know that the City Code gives any person the right to remove illegal signs from the public right-of-way?
"Any sign posted in the city right-of-way, which includes medians, utility poles, or the area between the curb and sidewalk, is illegal under City Code. Anyone convicted of a violation may be fined up to $50 per day, per sign.
Do your part! If you spot an illegal sign, take it down!"
Yes, I know, but after city police arrested me, charged with TWO FELONIES, I stopped removing such signs. Until appropriate top rank city officials issue me letter(s) apologizing for arrest & prosecution efforts, plus clearly authorize me to again remove such signs, I'll not remove such until retire, since promised a supervisor I would not remove signs, due to risk of jeopardizing job, incurring jail sentence, losing right to vote, tarnishing reputation of self & others I work with by association.
Status as of today: signs are still there, ugly and illegal as ever. The telephone number 804-646-6398 posted above by "City of Richmond" is for Code Enforcement, who does NOT handle this type of request. The case has actually been assigned to Zoning (646-6340), who passed me on to someone else, who says the case was received the assignment only as "illegal sign." He said he would get an inspector there "this week or the next" but that upon discovering that the signs are in the right of way (clearly mentioned by the citizen who reported this issue) he would then have to pass it on to Public Works, who deals with all issues in the right of way. Since I called, he is going to go ahead and assign it to them today, but it would have been AT LEAST another week before this got to Public Works, and then who knows how long till they got around to it. As it is, NO ONE in the city s currently investigating this issue or enforcing the law, since the SeeClickFix person who has handled it has not properly assigned it.
The flags have been moved to a grassy strip at the edge of the property, perpendicular to the street. They are still ugly, but they are no longer illegally placed. Perhaps the largely negative publicity in the Hills and Heights blog prompted the move? Or did the City actually send an inspector?
Perhaps the city zoning inspector could check the total square footage of signage in use at this establishment and compare to the permitted square footage of signage allowed in the zoning code. There is a limit and judging by the size of these eyesores, the owner may be in violation.
10/19/2013 - Service Review: Thanks so much for your communication - this type inspection for ad signs in City Right Of Way to be removed needs to be handle directly by Richmond Engineering at 804-646-0435 - at that point an inspector can be notified and check out the scenario more immediately - keep in mind that if the add is on land declared pvt and not C R O W the inspection more than likely will not touch the signage -
