This happens a lot and the traffic coming from the Gray area is still ignoring the "Do Not Block Intersection" sign. The number of people running the lights there and the one at the Spring Street exit could fund the budget I think.

I agree. Drivers block most of the intersections along that stretch of North/Gray Highway going BOTH ways. The one at Clinton and Gray is blocked so you can hardly cross over Gray onto Second Street!

I watched this intersection and timed it seeing that 10 cars could pass thru the intersection on the green arrow. At the time that I monitored the intersection, there were no cars obstructing the path of the left turn cars, but, I recognize how cars not obeying the "Do Not Block Intersection" signs could cause a backup. Even when more than 10 cars were in queue, no car needed 3 cycles to clear. This was observed during one of the busiest times of the day. The traffic pattern for Gray Hwy @ Emery Hwy and @ Spring St has changed and that may attribute to the alleviation of traffic back ups at this intersection. I believe this issue has been resolved.

Monitored the intersection. Timing adequate for traffic needs at one of the busiest times of the day. Traffic pattern changes to intersections South of this intersection possibly resolved issue.
