I have experienced and witnessed this problem too. The green arrow is unnecessary, since we all know we can turn on red if there's no "No turn on red" sign. It does give the impression that it's a turn-only lane. I completely disagree with the poster who said "pull forward 10 feet" so people can go around you. Yes it would solve the problem, but most people stay behind the line or walkway (if any) and don't feel comfortable pullig their car out past the walkway into the intersection (allbeit a safe intersection for this type of move). I agree with the change the poster requested. Remove the green arrow.
