Are you sure that’s not chalk?

Graffiti can still be in chalk. This can be washed off. At least its not the offensive blight by the spray vandals that is all over Oakland.

It may be chalk, but it seems to be much more persistent than the sidewalk chalk my kids draw with. I don't think it's at all appropriate next to a public school.
