Description

The outbound on Delaware ave (cross street Church St) has a malfunctioning left turn signal. The left turn arrow is green for at least a minute long with no traffic requiring it, and it shortens the time of the inbound Delaware ave (from the skyway) traffic light being green - causing huge backups and delays on the skyway and inbound traffic.
