Description

Rage/Harassment - Man with tattoos and long hair in a ponytail, riding a bicycle, shouted obscenities and physical threats to a female cyclist as she passed him. She continued and left the scene as fast as she could. The same man was seen the morning before at around 8:30 am, sleeping under a plastic tarp along the Schuylkill River Trail, with his bicycle leaning on a pole next to him, bewteen Norristown and Valley Forge park. He is believed to be homeless.
