According to the law, they're not even allowed to drive, much less stop or load in the bike lane, but Minneapolis Traffic Control doesn't care. Heck, they were probably hoping they could dismiss it due to lack of signage, then realized there's a sign there, too, so they had to come up with another excuse to refuse to do their job and enforce the law.
