Homeowner has failed to place leaves and debris in city designated yard waste container per Chapel Hill code:

"Loose yard waste, such as leaves, grass clippings, and pine needles should be placed in a yard waste roll cart, other rigid container, or paper yard waste bags."

Please instruct owner to follow proper code.

Additionally, after big rainfall debris washes away and blocks sewage drain.
