If it is otherwise parked in a legal spot, and it's registration is current they can leave it there all year if they want. People live in the city and in apartments without private driveways, so they have the right to own older, rarely used vehicles and park them on the street if they have paid for their tags and RPP.
I would suggest that you leave a note on the car, and hopefully the owner will do the right thing.
BUT, one strategy past neighbors used in this situation when the car owner was unresponsive to the concerns was having someone get the permit to have reserved parking at that exact spot for a moving truck and then they could have the car towed.
What are the concerns? This owner has an old car and has paid for up to date registration and RPP permit, so why do you care? They have paid the required fees to the city and there is no restriction on how long you can leave a car parked legally in an RPP zone so leave this person and their car alone.

Stop trying to find ways to get this old car towed. It is parked legally and there are no time limit restrictions on how long it can remain parked there.

The initial comment I made about the "creative solution" was in a different city, where the vehicle had current tags, but had smashed in windows, was being used as a dumpster and toilet, and then different animals were making it a home. That approach was taken after one month.
It seems like that situation has nothing to do with this one, but it came to mind when I saw the title of "abandoned vehicle" -- which per your comments this one does not seem to be.
If I knew how to remove my earlier comment in SeeClickFix, I would do that. But since I can't, I wanted to take this time to reply with this level of detail.
(1) "Abandoned vehicle" means any motor vehicle, trailer, or semitrailer that is left, parked, or stored on public space for more than 48 hours or on private property for more than 30 days, and to which at least 2 of the following apply:
(A) The vehicle is extensively damaged, including fire damage;
(B) The vehicle is apparently inoperable, including a vehicle missing its transmission, motor, or one or more tires, and which is not undergoing emergency repair;
(C) The vehicle serves as harborage for rats, vermin, and other pests; or
(D) The vehicle does not display valid tags or a valid registration sticker.
