North Capitol Street NE from Randolf st to Rhode Island Ave NE

Sidewalks are too narrow and not manageable with a stroller or wheelchair. Recognize this needs significant redesign.

Short term solutions:
1) allow 24 hour parking along the street for residents (currently not the case) so as to keep a protection for pedestrians from cars/buses.
2) paint white marks to delineate parking area from road
3) plant some potted plants along the railing of the NC tunnel to beautify and absorb some of the pollution.
