This was at the intersection of 3rd St NW and Grandview Ave NW. 11:30 AM 5/20/2019.
Dark sedan, black or blue, Male driver. License HGL 9735. Sat at intersection blocking southbound lane of 300 block of Grandview NW. Remained there about 5 - 10 minutes. Then backed up and proceeded West on 3rd NW, displaying his middle finger, upset that he was being watched. At intersection of Whipple and 3rd NW, vehicle turned North on Whipple. License # HGL 9735. Have Canton PD look into this.
